2000 ELECTION OF MAYOR – Following opening remarks made by Allan Smith, the council proceeded to elect a Mayor.

Moved by Councillor Mrs Redfern and seconded by Councillor Briggs –

That Councillor Keith Vickers be elected Mayor of North Lincolnshire Council for the ensuing year until his successor becomes entitled to act as Mayor.

Motion carried

Councillor Vickers then made a declaration of acceptance of office in accordance with Section 83 of the Local Government Act 1972.

At this point Councillor Vickers took the chair.

Councillor Vickers then expressed his thanks to the Council for his appointment and spoke of his hopes for his year in office.

2001 VOTE OF THANKS TO RETIRING MAYOR –

Moved by Councillor Kirk and seconded by Councillor Mrs Redfern –

That the council expresses to Allan Smith sincere thanks for the most able way in which he has carried out the duties of Mayor of the council during the past year.

2002 APPOINTMENT OF DEPUTY MAYOR – The council proceeded to the appointment of a Deputy Mayor –

That Councillor John Briggs be appointed Deputy Mayor of North Lincolnshire Council for the ensuing year.

2003 (1) ELECTION OF COUNCILLORS – The Chief Executive submitted a report on the election of Councillors on 5 May, 2011.

That the report be noted.

Until such time as Humberside Police complete their investigation into allegations of fraudulent activities regarding postal voting, this council does not accept the Election of Councillors report.

2005 (2) POLITICAL COMPOSITION AND BALANCE OF THE COUNCIL – The Director of Corporate and Community Services submitted a report on the political composition and balance of the council.

Resolved – (a) That the establishment of political groups and the entitlement of the number of members to committees/panels be noted, and (b) that the allocation of seats in the establishment of committees/panels be as detailed in Appendix A to the report.

Council rejects any measures that would restrict the effectiveness of scrutiny and the ability for members to hold the ruling group to account. Furthermore, council notes any cuts to scrutiny, such as a reduction in the number of call-ins, would be seen to go against the council’s ethos of being ‘open and transparent’.

2014 (4) CONSTITUTION AND GOVERNANCE ISSUES – Members had before them a report by the Director of Corporate and Community Services outlining proposed amendments to the Constitution to facilitate changes to the council’s political management arrangements and methods of working.

The amendments necessary to facilitate these changes were set out in the report and the accompanying appendices.

Moved by Councillor Redfern and seconded by Councillor Briggs –

That the proposed changes to the council’s Constitution as detailed in the report and appendices be approved and adopted and the Constitution be amended and where appropriate re-numbered accordingly.

Moved by Councillor Kirk and seconded by Councillor L Foster as an amendment –

This council rejects any move to make North Lincolnshire Council less ‘open and transparent’. In doing so, council rejects any move to:

  • Remove the Forward Plan from debate at full council
  • Stop questions being asked relating to North Lincolnshire Homes or their tenants
  • Ban questions which hold individual members of the council to account
  • Ban notices of motion from anyone not a member of the two main political parties

Instead council adopts the same constitution as agreed for the 2010/11 council year. Furthermore, in keeping up with the digital age this council recognises that both members and members of the public should be able to use social networking sites such as Twitter in the chamber, if they so wish, to make council business even more ‘open and transparent’.

2015 (5) MEMBERS’ ALLOWANCES – REMUNERATION PANEL – Members had before them a report of the Director of Corporate and Community Services with the attached report of the Elected Members Remuneration Panel for 2011/2012. The council was asked to consider the contents of the report with a view to approving a revised scheme of members’ allowances for 2011/2012.

Each year the council was required to make an annual scheme for members’ allowances based on advice from the Elected Members Independent Remuneration Panel. This was the eleventh year that the panel had considered members’ allowances. The panel consisted of members representing the multi faith community, the voluntary sector and business communities. The detailed report of the panel was attached as an appendix to the Director’s report and the report itself contained a number recommendations.

Moved by Councillor Mrs Redfern and seconded by Councillor Briggs –

(a) That the panel be thanked for its work, and (b) that a members allowance scheme for 2011/2012 be adopted as follows to include –

  • A reduction of 10 per cent in both the basic allowance and special responsibility allowances
  • A reduction in the number of Cabinet and Lead Members.
  • The deletion from the scheme of subsistence and dependants carers allowances
  • A reduction in mileage claimable to a maximum of 5,000 miles
  • A reduction in mileage rates for cars. Travel to be paid at the approved HMRC rates

APPENDIX B

(1) Mileage rates

Travel to be paid at the following approved Her Majesty’s Revenue and Custom (HMRC) rates –

Cars – 45p per mile

Motorcycles – 24p per mile

An additional 5p per mile can be claimed in respect of each passenger carried to whom a travelling allowance would otherwise be paid.

A maximum of 5,000 miles has been set as eligible for claim.

In addition, the actual cost of tolls, ferries and parking fees may be claimed. Receipts, must be provided. Discounted Humber Bridge tickets are available from the Political Group Offices and should be used.

(2) Public transport

If you are using public transport for journeys out of the council’s area you may use standard class travel only. Wherever possible travel arrangements should be pre-booked in advance in order to allow better access to discounts. Only as a last resort should warrants for rail travel be used. These can be obtained through the group office. Receipts or used tickets (train tickets tube fare tickets etc) should be retained and produced as receipts. The reimbursement of public transport costs is not taxable or subject to NI contributions.

(3) Hired transport

If you wish to hire a vehicle, please contact your group PA who will ensure that the best possible rates are obtained.

(4) Bicycle – Travel to be paid at the approved HMRC rate of 20p per mile.

(5) Subsistence

Subsistence allowances will no longer be included in the member allowance scheme and members will not therefore be able to claim for lunch or dinner.

(6) Overnight rates

2017  OTHER RESOLUTIONS

In light of the recent announcement of job losses at TATA this council resolves to provide a high level of support to individuals and families to minimise the impact that this decision will have on communities in North Lincolnshire. We further resolve to work with our areas MP’s and all partners to ensure that the training, education and employment needs are secured.

This council resolves to continue the work already started to provide a high level of support to all public and private sector workers and their families who lose their job. Council commits to continue to work cross-party with all local MP’s, trade unions and partners, such as Job Centre Plus, to ensure all training, education and employment needs are secured. Furthermore, this council continues to be represented on outside bodies such as The Alliance to lobby on behalf of North Lincolnshire residents.
