2237(a) PARISH POLL, WINTERTON – It was moved by Councillor L Foster and seconded by Councillor Gosling –
“In response to the result of the Winterton Town Council “Parish Poll” this council resolves to reverse the previous decisions of this council and the Cabinet Member for People in relation to De Lacy House.
The Parish Poll in Winterton was the first to be held in North Lincolnshire under the Parish and Community Meetings (Polls) Rules 1987 and as a fundamental democratic building block of the rules, its result must be totally supported without reservation.”
It was moved by Councillor Mrs Redfern and seconded by Councillor Briggs as an amendment –
“This council welcomes the proposed new De Lacy House £3m care centre that will provide intermediate care for residents in Winterton and across North Lincolnshire. Council notes that there is an urgent demand for these care services to help prevent bed blocking in local hospitals and to provide tailored care to patients, to enable them to be supported in returning to their own homes. Council notes that with an increasingly aged population, demand for step up step down care is expected to rise and welcomes NHS support for this new facility. Council notes that this investment contrasts with the previous Labour Council’s decisions to slash services and close both the Lilacs and De Lacy.
Council further welcomes that, following strong representations from Ward Councillors and the Brigg and Goole MP, the new centre will also include a community hub that will provide a range of community services to support local residents and patients alike.
Council notes the recent parish poll that was conducted in Winterton recently; the cost of which will be shouldered by the residents of Winterton. Council notes that the overwhelming majority of Winterton residents chose not to take part in this poll. Council is further concerned that the new De Lacy House proposal was not properly or fully presented in the poll question.
Council welcomes the engagement of local people in helping to shape the services to be offered from the new care centre and community hub. Council resolves to establish a working party to develop these proposals further, to ensure that the services offered at the new De Lacy House meets the proven needs and demands of residents in Winterton and across North Lincolnshire.”
