Annual Meeting of the Council – 18 May 2017

The council met at The Civic Centre, Ashby Road, Scunthorpe.

2500   MAYOR’S REMARKS – The Mayor welcomed fellow councillors, officers and members of the public to the meeting.  He outlined some of the highlights of his year of office and said that it had been a great honour and privilege to represent North Lincolnshire for a second time. He also thanked all those who had supported him throughout his year especially Neville Moore, the former chauffeur, who had retired early due to ill health, and the Mayor’s Cadet, Sergeant Kieran Seaman of the Scunthorpe Army Cadets.  Finally, he reported that £27,222.60 had been raised for his charities and he thanked and presented a cheque to representatives of Lindsey Lodge Hospice and Macmillan Cancer Support.

2501   ELECTION OF MAYOR – Following the opening remarks made by Councillor T Foster the council proceeded to elect a Mayor.

Moved by Councillor Wells and seconded by Councillor Hannigan –

That Councillor Peter Clark be elected Mayor of North Lincolnshire Council for the ensuing year until his successor becomes entitled to act as Mayor.

Motion Carried

Councillor Clark then made a declaration of acceptance of office in accordance with Section 83 of the Local Government Act 1972.

At this point Councillor Clark took the chair.

Councillor Clark then expressed his thanks to the council for his appointment and spoke of his hopes for his year in office.

2502  VOTE OF THANKS TO RETIRING MAYOR – Moved by Councillor Baroness Redfern and seconded by Councillor L Foster –

That the council expresses to Councillor Trevor Foster sincere thanks for the most able way in which he has carried out the duties of Mayor of the council during the past year.

2503   APPOINTMENT OF DEPUTY MAYOR – The council proceeded to the appointment of a Deputy Mayor –

Moved by Councillor Baroness Redfern and seconded by Councillor Reed –

That Councillor John Briggs be appointed Deputy Mayor of North Lincolnshire Council for the ensuing year.

Motion Carried

Councillor Briggs then made a declaration of acceptance of office in accordance with Section 83 of the Local Government Act 1972.

The Council then adjourned for a short break and reconvened after 15minutes.

2504  COUNCILLOR PAULINE CARLILE – The Mayor referred to the recent sad death of Councillor Pauline Carlile who had been a member of North Lincolnshire Council since 1999. The Mayor paid tribute to Councillor Carlile’s years of dedicated public service and on behalf of all councillors, expressed their thoughts for Councillor Carlile’s family at this sad time.

The council then observed a minute’s silence in memory of Councillor Pauline Carlile.

2505   MEETINGS OF THE COUNCIL 2017/2018

Moved by Councillor Waltham and seconded by Councillor L Foster –

That meetings of the council be held at the time indicated on the following dates –

Thursday 21 September 2017 – 4.00 p.m.

Thursday 14 December, 2017 – 2.00 p.m.

Thursday 22 February 2018 – 10.00 a.m.

Thursday 17 May 2018 – 10.30 a.m. (Annual Meeting)

2507   (1)      LOCAL GOVERNMENT AND HOUSING ACT 1989 – POLITICAL BALANCE AND COMMITTEES Having regard to the report of the Director: Governance and Partnerships entitled ‘Local Government and Housing Act 1989 – Political Balance’ the representation of the different political groups on each committee/panel is to be reviewed.

2508   (2)      CONSTITUTION AND GOVERNANCE ISSUES – Members had before them a report by the Director: Governance and Partnerships outlining proposed amendments to the Constitution to facilitate changes to the council’s governance and working arrangements.

The amendments necessary to facilitate these changes were set out in the report and the accompanying appendices. These included limited changes to Part D Rule 1 – Council Procedure Rules, Contract Procedure Rules and amendments to cabinet member portfolios following election of a new Leader from 16 January 2017, and to facilitate management changes aligned to the council’s new senior leadership team structure.

Moved by Councillor Waltham and seconded by Councillor Hannigan –

That the Constitution be approved noting and incorporating the amendments as detailed in the report.
