2566   DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND SIGNIFICANT LOBBYING – The Head of Legal and Democracy was requested initially to provide some advice as to the nature of declarations possibly required by members in light of the parties to the proposed acquisition of Vale Farm, Broughton as referred to in the motion and amendment of which notice had been given in the summons to the meeting (minute 2568 below refers) – The following declaration of a personal interest was then indicated –

2567   AUDIO RECORDINGS OF MEETINGS OF THE COUNCIL– It was moved by Councillor R Waltham MBE and seconded by Councillor N Poole –

‘That today’s two Extraordinary Meetings of the Council be audio recorded, and that the Director: Governance and Partnerships be authorised to amend the Constitution to allow for future audio recordings of Council meetings’

2568   NOTICE OF MOTION AND AMENDMENT – VALE FARM, BROUGHTON –  It was moved by Councillor L Foster and seconded by Councillor A Davison

‘That on behalf of residents, the Labour Councillors of North Lincolnshire request that North Lincolnshire Council initiate with immediate effect a full and independent inquiry into all negotiations and deliberations in relation to the land known as ‘Vale Farm, Broughton, by the Council and its agents.

The inquiry’s resulting report must be presented to an open meeting of the full Council and must be conducted in such a way as to give all members unrestricted rights to question the findings.’

Moved by Councillor R Waltham MBE and seconded by Councillor N Poole as an amendment –

‘That this Council acknowledges the formal and transparent processes followed under commercial constraints when seeking to acquire any assets in order to secure jobs, homes and leisure opportunities for the residents of North Lincolnshire.

Moreover, this Council calls upon the Labour Councillors of North Lincolnshire to acknowledge the open and professional approach taken by the Council and its agents to the negotiations and deliberations in relation to the proposed acquisition of Vale Farm, Broughton, and to condemn any third party involvement that may have sought to prejudice the purchase of this land for the benefit of the residents of North Lincolnshire.’
