The council met at The Civic Centre, Ashby Road, Scunthorpe.

2571   MAYOR’S REMARKS – The Mayor welcomed fellow councillors, officers and members of the public to the meeting.  He outlined some of the highlights of his year of office and said that it had been a great honour and privilege to represent North Lincolnshire for a second time. He also thanked all those who had supported him throughout his year especially the Mayor’s Cadet, Gemma Roddis of the Sea Cadets.  Finally, he reported that £42,778.88 had been raised for his charity and he thanked and presented a cheque to a representative of ‘When You Wish Upon A Star’.

2572   ELECTION OF MAYOR – Following the opening remarks made by Councillor Clark the council proceeded to elect a Mayor.

Moved by Councillor Baroness Redfern and seconded by Councillor J Reed –

That Councillor John Briggs be elected Mayor of North Lincolnshire Council for the ensuing year until his successor becomes entitled to act as Mayor.

Motion Carried

Councillor Briggs then made a declaration of acceptance of office in accordance with Section 83 of the Local Government Act 1972.

At this point Councillor Briggs took the chair.

Councillor Briggs then expressed his thanks to the council for his appointment and spoke of his hopes for his year in office.

2573   VOTE OF THANKS TO RETIRING MAYOR – Moved by Councillor Waltham MBE and seconded by Councillor L Foster –

That the council expresses to Councillor Peter Clark sincere thanks for the most able way in which he has carried out the duties of Mayor of the council during the past year.

Motion Carried 2574   APPOINTMENT OF DEPUTY MAYOR – The council proceeded to the appointment of a Deputy Mayor –

Moved by Councillor K Vickers and seconded by Councillor P Vickers –

That Councillor Jonathan Evison be appointed Deputy Mayor of North Lincolnshire Council for the ensuing year. Motion Carried

Councillor Evison then made a declaration of acceptance of office in accordance with Section 83 of the Local Government Act 1972.

The Council then adjourned and reconvened at 1:30pm.

2575   COUNCILLOR JOHN WARDLE – The Mayor referred to the recent sad death of former Councillor John Wardle who had been a member of North Lincolnshire Council from 1996 to 2015. The Mayor paid tribute to Councillor Wardle’s years of dedicated public service and on behalf of all councillors, expressed their thoughts for Councillor Wardle’ family at this sad time.

The council then observed a minute’s silence in memory of former Councillor John Wardle.

2576   DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND SIGNIFICANT LOBBYING – No declarations of interest were declared by members.

2577   PROCEDURE RULE D1.41 – It was moved by Councillor R Waltham MBE and seconded by Councillor L Foster –

That the Council Procedure Rule D1.35 (d) (i) be suspended in order to allow all those members who are listed in the Working Papers to speak on the petitions to do so for a maximum of five minutes each.

2578   DARTMOUTH ROAD, SCUNTHORPE PETITION – In accordance with Procedure Rule 1.35(d) a petition containing 2475 signatures was considered by the council.

Ms Cheryl Hassall as lead petitioner presented the above petition which objected to the land off Dartmouth Road being sold and used for housing, and wished it to remain available for community leisure use and a safe place for children to play.

Following the presentation of the petition members of the council debated the issues contained within it. Following the debate it was –

Moved by Councillor R Waltham MBE and seconded by Councillor R Hannigan –

‘This Council resolves to thank the petitioners for their contribution.

In addition, this Council acknowledges that the site off Dartmouth Road was at first identified for development in 2007. This Council also notes, with regret, that throughout the entire housing allocation land process that developed the current local plan, no consultation responses have at any time been received from the Scunthorpe MP or the Labour ward members for the area where the land is situated.

This Council acknowledges the established council position that the improved flood defences must be in place before any development of housing can take place on the Lincolnshire Lakes.

This Council consequently acknowledges the challenges in meeting affordable housing in Scunthorpe and seeks to realise the land off Dartmouth Road to deliver much needed homes for families and out older residents.

This Council commits to protect the 35 acres of green space and woodland which includes Quibell Park within the area of Scunthorpe.

This council commits to use any capital receipts, arising from the development of this site, to keep residents safe, well, prosperous and connected’.

It was then moved by Councillor L Foster and seconded by Councillor S Swift as an amendment –

‘That this Council recognises that the Dartmouth Road land (also known as Quibell Fields) has only ever been recognised as a contingency site as identified in the ‘Housing and Employment Land Allocation Development Plan’.

It therefore agrees to remove the site from the list of disposable assets from the ‘Property Transaction Schedule’.

At the request of members and in accordance with Procedure Rule 1.22 (d) the names of members voting for, against and abstaining from the amendment are as follows –

2581   (1)      LOCAL GOVERNMENT AND HOUSING ACT 1989 – POLITICAL BALANCE AND COMMITTEES Having regard to the report of the Director: Governance and Partnerships entitled ‘Local Government and Housing Act 1989 – Political Balance’ the representation of the different political groups on each committee/panel is to be reviewed.

2582   (2)      CONSTITUTION AND GOVERNANCE ISSUES – Members had before them a report by the Director: Governance and Partnerships outlining proposed amendments to the Constitution to facilitate changes to the council’s governance and working arrangements for 2018/19.

The amendments to facilitate these changes were set out in the report and the accompanying appendices. These included changes to Part D Rule 1 – Council Procedure Rules – Petitions.

Moved by Councillor Waltham MBE and seconded by Councillor Hannigan –

That the Constitution be approved noting and incorporating the amendments as detailed in the report.
