234 (101) PROJECT DIRECTOR – BATHS HALL – The Service Director Asset Management and Culture and Service Director Human Resources submitted an urgent report seeking to approve the establishment of a fixed term post of Project Director – Baths Hall and to approve the suspension of normal approved recruitment and selection processes to facilitate recruitment to the post.

Council had previously approved a project to develop a New Entertainment Venue on the combined site of the former Baths Hall and Scunthorpe Youth Centre (20 February 2008 (minute 1545 refers)). Work had progressed on taking the project forward. Cabinet agreed to seek an experienced external operator to manage the venue (10 December 2008 (minute 780 refers)). Work to achieve this was in progress and needed to continue without delay.

To ensure the successful delivery of all aspects of the project, it was essential to put in place an effective project management resource. In summer 2008 a procurement process was put in hand to engage an interim project director.

It had now become necessary to change the terms of the engagement, and an urgent decision was required to allow an early appointment that would reduce the risk of delaying progress of the project in this critical phase of appointing an operator for the venue. Further details were set out in the report.

Resolved – (a) That the establishment of a fixed-term post of Project Director – Baths Hall on the terms set out in the report be approved, and (b) that the suspension of normal approved recruitment and selection processes to facilitate the recruitment to the post at the earliest opportunity be approved.
