32 (4) LEISURE GRANT AID JUNE 2008 – The Service Director Asset Management and Culture submitted a report giving details of the different leisure grant aid schemes in existence, and seeking approval of an application for financial assistance.

Resolved ­- That consideration of the application be deferred pending further discussion.

33 (5) ARTS DEVELOPMENT GRANT APPLICATIONS – The Service Director Asset Management and Culture submitted a report seeking approval for grant aid from the Arts Development Scheme.

Arts Development had received an application for grant aid from the Arts Development Grant Scheme from the Waterside Artists’ Co-operative, the voluntary sector group that managed the Ropewalk Contemporary Art and Craft facility in Barton-upon-Humber.

The Ropewalk was crucial to the opportunities that artists have to work in North Lincolnshire, it offered subsidised studio rents as well as opportunities to exhibit and to deliver education workshops to schools and other groups.

Ropewalk Contemporary Art and Craft is one of two Art Council Regional Funded Organisations in North Lincolnshire, these had a three-year funding agreement with the Arts Council.

In January 2008 the Arts Council agreed to increase the Ropewalk’s funding from £20,000 to £40,000 per year as part of their Regional Funded Organisation Review. This uplift in funding was on condition that North Lincolnshire Council would also continue to support the Ropewalk.

Resolved – (a) That £5,000be offered to support the Waterside Artists’ Co-operative.

34 (6) NORTH LINCOLNSHIRE MUSEUM FEES AND CHARGES – The Service Director Asset Management and Culture submitted a report seeking approval for the fees and charges for the North Lincolnshire Museum for 2008-09.

The proposals took account of the council’s ‘Corporate Charging Framework’, customer feedback and consultation and projections of use of services.

Charges for the Museum Education Service were agreed on 12 March 2008 (minute 20 refers). It was decided that the remaining museum fees and charges needed a more fundamental review and would be brought back for consideration at a later date.

The remaining fees and charges reflect the discussions held with colleagues in the Library Service regarding the charges for the Image Archive.

The proposed fees and charges were set out in the appendix to the report.

Resolved – That the proposed fees and charges for the North Lincolnshire Museum, as set out in the report and appendix, be approved.

The decision on the following item was taken by the Leader of the Council as the Cabinet Member for Leisure, Arts and Culture had declared a Personal and Prejudicial interest.
