88 (22) FEES AND CHARGES 2010-11 – The Service Director Neighbourhood and Environment submitted an urgent report seeking approval for proposed fees and charges for Neighbourhood and Environmental Services for 2010-11.

Neighbourhood and Environmental Services provided a wide range of services, some of which were rechargeable to members of the public and the local business community.

The Service Director Neighbourhood and Environmental Services was authorised to determine the fixing of charges in respect of certain commercial waste collection charges by the Cabinet Member in February 2004. In August 2004 the Cabinet Member also granted authority to amend pest control charges as necessary to meet local market changes.

Fees and charges for Trading Standards were formerly in line with those recommended by the Local Authorities Co-ordinators of Regulatory Services (LACORS). LACORS had recommended that individual authorities conduct a review of their charges and existing charges had been increased in line with inflation.

All charges were inclusive of VAT where this applied.

At Council on 24 February 2010 the approved budget for 2010/11 included an assumed inflation increase of 2.5% for external fees and charges. This had been applied as an average directorate increase as some fees had remained unchanged and some were externally set or linked to other indices i.e. RPI.

The proposed fees and charges for Neighbourhood and Environmental Services were set out in the appendix to the report.

Resolved – That the schedule of fees and charges attached to the report for the financial year 2010/11 be approved.
