66 (6) LIBRARY SERVICES FEES AND CHARGES 2009/10 – The Service Director Community Planning and Resources submitted a report seeking approval of proposed fees and charges for library services for 2009/2010.

Details of the proposed charges were set out in an appendix to the report.

The Public Libraries and Museums Act 1964 stated that council’s must provide a free public library service. The Department for Culture, Media and Sport gave guidance on the role of the libraries in social inclusion. These constraints governed where charges could be applied.

Considerations taken into account in proposing revised fees and charges were set out in the report.

Resolved – That the proposed library fees and charges for 2009/2010, as set out in the report and accompanying appendix, be approved.

7 (7) GRANT AID APPLICATIONS SEPTEMBER 2009 – The Service Director Asset Management and Culture submitted a report giving details of the different leisure grant aid schemes in existence, and seeking approval of an application for financial assistance.
