106 (11) LAND AT STATION ROAD, BRIGG – The Service Director Asset Management and Culture submitted a report which requested that in its capacity as landowner, the council’s formal objection to applications to register land in Station Road, Brigg as a village green pursuant to the provisions of S15 of the Commons Act 2006, be approved.

The report explained that applications dated 14 May 2010 had been received by North Lincolnshire Council for three separate plots of land off Station Road to be registered as a village green. The plots of land were shown coloured green, pink and blue respectively on the plan appended to the report. With the exception of the western end of the pink land, all was within North Lincolnshire Council’s ownership

The applications had been advertised by North Lincolnshire Council in its role as appropriate Commons Registration Authority and had invited objections to be lodged with the Environment Team at Church Square House, Scunthorpe by the end of business on the 6 October 2010.

The land in question was acquired during the late 1980s and 1990s by the local authority in parcels, with the intent to develop the area for employment uses, the land being allocated by the former Brigg Local Plan for Light Industry. The North Lincolnshire Local Plan re-designated the land in 2003 to land of High Amenity Value. Since that date the land had remained dormant.

An urgent decision by the Cabinet Member was required on this matter as the deadline for objections was 6 October 2010.

Resolved – (a) That the request of the Service Director Asset Management & Culture to formally object on behalf of the council as landowner to all 3 of the applications to register land in Station Road, Brigg as a Village Green be approved, and (b) that such objections be made with the council’s Environment Team by close of business on 6 October 2010.
