Adult and Children’s Services Cabinet Member – minutes – 25 October 2011

29 (29) BUILDING SCHOOLS FOR THE FUTURE (BSF): TERMINATION OF FACILITIES MANAGEMENT (FM) MANAGED SERVICE CONTRACT – The Director of Infrastructure Services submitted a report seeking approval to terminate the FM Managed Service contract and associated implementation of alternative proposals. 

On 6 July 2009 the Children’s Services Cabinet Member approved the award of a series of contracts to form a contractual framework between the council and Engage North Lincolnshire Ltd (LEP) to deliver the BSF programme (minute 123 refers).  The approval included an FM Managed Service contract for all schools in the BSF programme. 

Council officers and BSF school headteachers had discussed appropriateness of the contract and the BSF Programme Director had investigated the affordability and value for money offered by the contract. The outcome of the investigations was that the contract did not offer value for money given the limited school funds available. The current service provider was unable to offer a satisfactory reduced cost offer. Alternative arrangements could be implemented that would reduce the revenue cost of FM support to schools whilst ensuring the core standards and principles of the BSF vision were delivered. 

Implementation of alternative arrangements would provide BSF schools with greater autonomy over how they chose to manage their resources.  

Resolved – (a) That the termination of the FM Managed Service contract and associated implementation of alternative proposals, as set out in the report, be approved, and (b) that the Director of Corporate and Community Services (or his authorised person) be sanctioned to implement the legal work required to progress the termination of the contract and implementation of alternative arrangements. 

30 (30) BUILDING SCHOOLS FOR THE FUTURE (BSF): CHANGES TO ICT MANAGED SERVICE CONTRACT – The Director of Infrastructure Services submitted a report seeking approval for a change to the ICT Managed Service contract.

The approval included an ICT Managed Service contract for all schools in the BSF programme.

Resolved – (a) That the change to the ICT Managed Service contract, as described in this report, be approved, and (b) that the Director of Corporate and Community Services (or his authorised person) be sanctioned to apply the legal work required to implement the change.
