38 (35) HUMBER LOCAL TRANSPORT BODYThe Director of Places submitted a report informing the Cabinet Member of recent developments with regard to the establishment of Local Transport Bodies (LTB).

Local Major Transport schemes were previously prioritised through the Regional Funding Allocation for the Yorkshire and Humber area.  To qualify for bidding into this pot, schemes had to be of regional significance and cost of £5m.

The current Government recognised that transport was vital to the local economy.  They wanted to see decisions made on a more local level and more efficiently than previously.

A group comprising two representatives from the Local Enterprise Partnership, the Leader of each local authority and portfolio holder for Economic Development from each of the four authorities would make the decisions.  This would make up the membership of the Humber Economic and Transport Strategy Board.  This group would act as the LTB for the Humber area.

In September 2012 Government approved the Humber LTB, now the LTB had to ensure that its assurance framework was in place by February 2013 and a prioritised list of schemes approved by July 2013.  These were Government deadlines.

The report gave details of the proposed provisional list of schemes suggested for North Lincolnshire.

Resolved – (a) That the proposed provisional list of schemes for North Lincolnshire, as set out in paragraph 3.2 of the report, be approved, and (b) that the Cabinet Member agrees to participate as a member of the Humber Economic and Transport Strategy Board.
