17        (17) OFSTED INSPECTION OF NORTH LINCOLNSHIRE SCHOOLS The Director of People submitted a report informing the Cabinet Member of the outcomes of the Ofsted inspection for Gunness and Burringham Primary School.

The school had been inspected under the Section 5 Ofsted inspection schedule for schools.  A full copy of the report had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the school and makes suitable comment on the report.

18        (18)  SCHOOL GOVERNORS – INSTRUMENT OF GOVERNMENT THE BROUGHTON PRIMARY SCHOOLS FEDERATION – The Director of People submitted a report seeking approval of the Instrument of Government for the Broughton Primary Schools Federation to be effective from 1 September 2012.

The report outlined that on 13 March 2012 Broughton Infant School and Broughton Junior School agreed to form a hard federation to commence on 1 September 2012. It was proposed that the federation would be known as “The Broughton Primary Schools Federation”.  Under this arrangement the schools’ leadership and governance arrangements would be undertaken by a single governing body and a single executive head teacher.

On 3 July 2012 the governors of Broughton Infant School and Broughton Junior School proposed the Instrument of Government for the new federation which was appended to the report.

Resolved – That the Instrument of Government as detailed in Appendix A to the report be approved.

19        (19)  SCHOOL GOVERNORS – EXPRESSION OF INTEREST FOR THE BROUGHTON PRIMARY SCHOOLS FEDERATION – The Director of People submitted a report for consideration of two applications for appointment to the position of local authority governor on the Broughton Primary Schools Federation governing body.

On 3 July 2012, the joint governing bodies recommended a new Instrument of Government that included provision for one Local Authority governor (the maximum permitted under the new regulations).  The existing local authority governors from both schools were invited to express an interest in the LA governor position.

The Local Authority governor would be expected to play a key role regarding school improvement by supporting the council’s ambitions and policies which would help raise standards and improve outcomes for children and young people.

Resolved – That Mr I Glover be nominated to fulfil the position of Local Authority governor with effect from 1 September 2012.

LA Governor – Broughton

20        (20)  SCHOOL GOVERNORS – INSTRUMENT OF GOVERNMENT ST BARNABAS’ AND ST HELENA’S FEDERATION – The Director of People submitted a report seeking approval of the Instrument of Government for the St Barnabas’ and St Helena’s Federation to be effective from 1 September 2012.

The report outlined that on 8 March 2012 St Barnabas Church of England Primary School and Kirmington Church of England Primary School agreed to federate with effect from 1 September 2012. Under this arrangement the schools leadership and governance would be undertaken by a single governing body and the existing executive head teacher.

On 3 May 2012 the governors of Kirmington Church of England Primary School approved a change in name of the school to Kirmington St Helena’s Church of England Primary School. The governing body felt the new name reflected the Christian ethos of the school and the name had been taken from the local church – St Helena’s in Kirmington.

On 21 June 2012 the governors of both schools considered the new Instrument of Government for the federated governing body which was appended to the report.

Resolved – (a) That the Instrument of Government as detailed in Appendix A to the report be approved; (b) that the Instrument of Government for the St Barnabas and St Helena’s Federation be implemented with effect from 1 September 2012, and (c) that the name of Kirmington Church of England Primary school be changed to Kirmington, St Helena’s Church of England Primary school, as detailed in the Instrument of Government.

21        (21)  SCHOOL GOVERNORS – EXPRESSION OF INTEREST FOR THE ST BARNABAS’ AND ST HELENA’S CHURCH OF ENGLAND FEDERATION – The Director of People submitted a report for consideration of an application for appointment to the position of local authority governor on the The St Barnabas’ and St Helena’s Church of England Federation governing body.

On 21 June 2012 the joint governing bodies recommended a new Instrument of Government that included provision for one Local Authority governor (the maximum permitted under the new regulations).  The existing local authority governors from both schools were invited to submit an expression of interest in respect of the LA governor vacancy.

The Local Authority governor would be expected to play a key role regarding school improvement by supporting the council’s ambitions and policies which would help raise standards and improve outcomes for children and young people.         

Resolved – That Mr K Overend be nominated to fulfil the position of Local Authority governor with effect from 1 September 2012.

LA Governor – St Barnabas’ & St Helena’s

The corresponding report of the following item (Minute 22 refers) contains exempt information as defined in Paragraphs 1, 2 and 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

22        (22)  TRANSFORMATION OF THE YOUTH SERVICE – The Director of People submitted a report seeking approval for the deletion of 4 FTE posts within the Youth Service and the creation of 1 FTE post as part of the transformation of the service.

It was explained that the service had been reviewed in light of the draft statutory guidance for local authorities on services and activities to improve young people’s well-being.  The government published ‘Positive for Youth’ in December 2011, setting out the framework for services to young people. The draft statutory guidance underpinning this policy was subsequently published on 5 March 2012.

The review of the service included a consultation of current provision with almost 2000 young people aged 11 to 16 years. Special assemblies were held in schools from across all localities in North Lincolnshire. Young people expressed a preference for activities to be run by young people and other providers.

Resolved – (a)  That the deletion of 4 FTE posts outlined in Appendix 3 to the report be approved, and (b) the creation of 1 FTE post outlined in Appendix 3 to the report be approved.
