The corresponding reports of the following items (Minutes 39 and 40refer) contain exempt information as defined in Paragraphs 1, 2 and 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

39        (39) REVIEW OF THE EDUCATION DIVISION PEOPLE DIRECTORATE – The Director of People submitted a report for consideration of the functions, priorities and challenges within the Education Division and proposed organisational changes to effectively meet them.  The report sought approval for the service review of Education Division.

In June 2012, the new council management team was implemented, reducing the number of directors from six to three. Subsequently, a revised People Directorate senior leadership team (SLT) was implemented on 1 November to realign roles and responsibilities to the opportunities and challenges of the new directorate.  A review of the third tier management within the Education Division was also completed for 1 November 2012 which took account of services for Vulnerable Children and Young People being integrated into the Education Division.

The aim of the review was to further develop the Education Division, responding to the changing priorities of North Lincolnshire and emerging government policy.

The detailed proposals for the review were set out in Appendix A to the report.

Resolved – That the changes to the establishment detailed in Appendix A to the report be approved with effect from 1 January 2013.

40        (40)  THE LILACS RESTRUCTURE – The Director of People submitted a report seeking approval to implement a new staffing structure at the Lilacs to enable the service to expand the intermediate care service.

The Lilacs provided a range of short term services including intermediate care and was jointly funded with the NHS.  A review had been carried out and concluded that the whole service should be dedicated to intermediate care, this meant that all people admitted for a short stay had immediate access to occupational and physiotherapy provided by the NHS.

The proposed structure took into account the planned developments for the service, moving forward with health partners to deliver an increasing level of intermediate care to meet the needs of individuals within the local area, reducing the need for admissions to hospital, aiding appropriate hospital discharge and reducing the need for long term residential support.

The detailed proposals for the review were set out in Appendix A to the report.

Resolved – (a)  That the implementation of a new staffing structure at the Lilacs to enable the service to expand the intermediate care service be approved, (b) that the restructure of posts detailed within the appendix to the report be approved, and (c) the implementation of the restructure following appropriate timescales be approved.
