122      (51) SCHOOLS FUNDING FORMULA 2014-15 – The Director of People submitted a report which sought approval of the unit values to be used to calculate the funding formula shares for mainstream schools and academies in North Lincolnshire 2014-15.

Local authorities were required to calculate the allocation of budget shares for maintained and academy schools in their area using the prescribed guidance. In addition the Department For Education (DFE) had issued the data which must be used to calculate specific elements of the formula as it was considered that this moved more local authority formulae on to a consistent basis.

The DFE published the indicative funding levels for the 3 Dedicated Schools Grant Blocks on 18 December 2013. This enabled the final calculation of the Schools Budget and determination of the level of funding available to distribute to schools.

The report outlined the key changes to the determination of individual school budget shares for 2014-15, and full details were outlined within the report and associated appendices.

The calculation of schools funding was in accordance with The School and Early Years Finance (England) Regulations 2013.  The Schools Funding formula for 2014-15 unit values had been presented to the Schools Forum on 15 January 2014 and it was recommended that the Local Authority adopt the proposed rates.

Resolved – That the funding formula unit values in Appendix 1 to the report be used to calculate the individual schools budget shares for mainstream schools and academies within North Lincolnshire 2014-15.

123      (52)  OFSTED INSPECTIONS FOR LOCAL AUTHORITY SCHOOLS – The Director of People submitted a report to inform the Cabinet Member of the outcomes of the Ofsted inspection for Burton-upon-Stather Primary School and Enderby Road Infant School.

The schools had been inspected under the Section 5 Ofsted inspection schedule for schools.  Full copies of the reports had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the Headteacher or Chair of Governors/Interim Executive Board of the schools regarding the outcome of their inspection.

The corresponding report of the following item (minute 124 refers) contains exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

124      (53)  PROPERTY SURPLUS TO REQUIREMENTS – The Director of People submitted a report which sought approval to declare The Grove, Scawby surplus to the People Directorate’s requirements.

The council had invested capital resources to build a new Children’s Campus that was completed in November 2013 and the children vacated The Grove on 14th December 2013. Following this, The Grove was no longer in use as office/meeting accommodation.

The Grove was located on the edge of the Scawby conservation area and was a Grade II listed property, and the listing included both internal and external features.

Resolved – That the property be declared surplus to the requirements of the service with immediate effect.
