Regeneration and Asset Management, Culture & Housing Cabinet Members – Minutes – 18 June 2014

5 (1) PLANNING AND REGENERATION REVIEW – The Director of Places submitted a report sought approval of changes to the structure of the Planning and Regeneration division to enable it to more effectively deliver key council priorities through improved integration and alignment of activities.
Planning and Regeneration was one of four service divisions that together formed the Places directorate. The division included a range of functions aligned towards achieving the regeneration of the area and increasing prosperity. These included economic development, spatial planning, development management, commercial and operational property, tourism, markets, construction and building control.
Service managers had considered the staffing and management arrangements and believed that new structures were needed to meet future challenges.
Officers worked closely with Human Resources to ensure that proper procedures were followed in line with council protocols. This included evaluating any new or significantly changed posts. Officers from Human Resources also attended consultation meetings with trade union representatives.
Trade unions and staff were consulted and the feedback received helped inform the shape of the structures presented for consideration. The trade unions raised a number of points of clarification and were provided with a full response. None of these were considered as grounds for amending the structure proposals recommended for adoption.

Resolved – (a) That the changes to the structure of the Planning and Regeneration division as set out in the report and associated appendices be approved, and (b) that the Director of Places be authorised to approve the final grades of posts in the new structure upon completion of job evaluation.
