1   (1) RESIDUAL MUNICIPAL WASTE TREATMENT – SELECTION AND DEVELOPMENT OF SITE FOR USE AS A WASTE TRANSFER STATION – The Directors of Places and Policy and Resources submitted an urgent report seeking approval the for determination and implementation of a council owned and operated Waste Transfer Station.

On 2 July 2014, Cabinet resolved to implement the most appropriate way of providing a Waste Transfer Station facility (Minute 1106 refers).

Officers had considered all land owned by the council potentially suitable for the purpose of locating a Waste Transfer Station.  Additionally, the availability of the following had been explored:

  • suitable privately owned land, and
  • capacity within privately operated Waste Transfer Stations

There were no privately owned sites currently available that were considered capable of development within the timescales required. There was no benefit to the council in using a privately operated Waste Transfer Station.

The most suitable site to locate a Waste Transfer Station was Plot S21 Midland Road, Scunthorpe.  A site location plan was included at appendix 1 to the report.  The council owned this land. A third party currently occupied the site by virtue of having the benefit of a ground lease.  Following extensive negotiations in order to secure the best deal for the council, the occupant has indicated a willingness to surrender their lease on the site.  It was understood that they intended to relocate their business to another site in North Lincolnshire.

The matter was urgent as the occupants of Plot S21 Midland Road, Scunthorpe were seeking to surrender their current lease by 31 December 2014.

Resolved – (a) That the acquisition and use of the Midland Road site for the construction of a council owned and operated Waste Transfer Station be approved; (b) that the council work to effect the surrender of the existing lease with the current occupant, and (c) that the inclusion of the capital costs within the council’s Capital Programme, as set out in the report and accompanying appendix, be phased four financial years, as detailed.
