84        (25) DRAFT SUPPLEMENTARY PLANNING DOCUMENT ON HEALTH AND WELL-BEING – The Director of Places submitted a report which sought approval to carry out consultation on the draft Supplementary Planning Document on Health and Well-Being.

Supplementary Planning Documents (SPDs) were prepared under the Town and Country Planning (Local Development) (England) Regulations 2004. They formed part of the Local Development Framework (LDF) which set out the planning policy for North Lincolnshire and was used in determining planning applications.

The purpose of the SPD’s was to expand or supplement policies within the LDF as required.

It was recognised that planning influenced health, in the way that the built and natural environments functioned, and their effects upon public health and health inequalities. 

Local authorities were responsible for public health, planning and related disciplines such as housing, transport planning and regeneration. As such, this gave councils an opportunity to work jointly to improve health and wellbeing and reduce health inequalities locally.

The draft Supplementary Planning Document was appended to the report.

Resolved – (a)  That the carrying out of pre-deposit consultation on the draft SPD for 21 days with statutory consultee’s be approved; (b) that following consultation  adjustments may be made to the draft SPD and a Statement of SPD Matters be prepared; (c) that the SPD and Statement of SPD Matters be published on the council’s website to allow a further four week period of public consultation, and (d) that the outcomes of consultation be reported to Council and the SPD be recommended for adoption.
