198      (65)   APPOINTMENT OF ADDITIONAL GOVERNOR – SOUTH FERRIBY PRIMARY SCHOOL –  The Director of People submitted a report which sought consideration to appoint an additional governor to South Ferriby Primary School’s governing body.

South Ferriby Primary School was inspected by Ofsted in December 2013 and was judged to have serious weaknesses. Subsequently the local authority and governing body were working in partnership to raise standards and attainment and a joint action plan had been agreed which identified priorities for improvement.

The Ofsted monitoring inspection carried out on 22 January 2015 confirmed that the school was making reasonable progress towards the removal of the serious weaknesses designation.  A specific recommendation of the joint action plan was to “identify any gaps in governors’ skills and appoint additional governors with appropriate expertise if necessary”.

A joint action plan had been written between the local authority and South Ferriby Primary School governors.  The plan identified the need for an additional governor to be appointed and was supported by the governing body.

Resolved – That the following persons be appointed as an additional governor at South Ferriby Primary School, subject to the relevant CRB checks:

199      (66)  RECONSTITUTION OF WESTCLIFFE PRIMARY SCHOOL BOARD OF GOVERNORS The Director of People submitted a report which sought approval of the instrument of government to allow the board of governors Westcliffe Primary School to be reconstituted.

At the full board of governors meeting of Westcliffe Primary School, held on 20 November 2015, the governors voted to reconstitute the board of governors to bring it in line with the School Governance (Constitution) (England) Regulations 2012 and the School Governance (Constitution & Federations) (Amendment) Regulations 2014.

Appendix 1 of the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of Westcliffe Primary School.

Resolved – That the new instrument of government for Westcliffe Primary School be approved.

200      (67) RECONSTITUTION OF HOLME VALLEY PRIMARY SCHOOL BOARD OF GOVERNORS The Director of People submitted a report which sought approval of the instrument of government to allow the board of governors Holme Valley Primary School to be reconstituted.

At the full board of governors meeting of Holme Valley Primary School, held on 3 February 2015, the governors voted to reconstitute the board of governors to bring it in line with the School Governance (Constitution) (England) Regulations 2012 and the School Governance (Constitution & Federations) (Amendment) Regulations 2014.

Appendix 1 of the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of Holme Valley Primary School.

Resolved – That the new instrument of government for Holme Valley Primary School be approved.

201      (68) RECONSTITUTION OF KIRTON PRIMARY SCHOOL BOARD OF GOVERNORS The Director of People submitted a report which sought approval of the instrument of government to allow the board of governors Kirton Primary School to be reconstituted.

At the full board of governors meeting of Kirton Primary School, held on 9 February 2015, the governors voted to reconstitute the board of governors to bring it in line with the School Governance (Constitution) (England) Regulations 2012 and the School Governance (Constitution & Federations) (Amendment) Regulations 2014.

Appendix 1 of the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of Kirton Primary School.

Resolved – That the new instrument of government for Kirton Primary School be approved.

The corresponding report of the following item (Minute 202 refers) contains exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

202      (69) CYGNETS SHORT BREAK CHILDREN’S HOME – OFSTED INSPECTION 20/21 JANURY 2015 – The Director of People submitted a report to inform the cabinet member of the outcome of the Ofsted inspection of the Cygnets children’s home.

The Cygnets was a children’s home run by North Lincolnshire Council and offered a short break service only.  No child/young person was accommodated on a long-term basis.

Further details were outlined within the report.

Resolved – That the Cabinet Member write to the Manager and Staff of The Cygnets regarding the outcome of their inspection.
