130      (59) OFSTED INSPECTIONS FOR SCHOOLS IN THE LOCAL AUTHORITY AREA – The Director of People submitted a report to inform the Cabinet Member of the outcomes of the Ofsted inspection for the Young People’s Education Centre, Kirton Lindsey Primary School.

The school had been inspected under the Section 5 Ofsted inspection schedule for schools.  A full copy of the report had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the Headteacher or Chair of Governors/Interim Executive Board of the school regarding the outcome of their inspection.

131      (60) OFSTED INSPECTIONS FOR THE AREA SCHOOLSThe Director of People submitted a report to inform the Cabinet Member of the outcomes of the Ofsted inspection for the Invenio Academy.

The school had been inspected under the Section 5 Ofsted inspection schedule for schools.  A full copy of the report had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the Headteacher or Chair of Governors/Interim Executive Board of the school regarding the outcome of their inspection.

132      (61)  SCHOOL ORGANISATION NEEDS ASSESSMENT – The Director of People  and Director of Places submitted a joint report which sought approval to publish the  School Organisation Needs Assessment document and approve commencement of a series of feasibility studies.

Local Authorities (LAs) had a statutory duty to provide a sufficient number of school places in order to meet local demand.

To help plan to meet the future demand, the LA had written a School Organisation Needs Assessment which was appended to the report (appendix 1).  This document provided a detailed evaluation of demographics and projected pupil numbers taking into account various data-sets including current pupil populations, birth data, pupil yield from housing developments and school places available.

The School Organisation Needs Assessment recognised the LA’s role as a ‘commissioner of school places’, and therefore, as a commissioner, it was necessary to have accurate and relevant data on all aspects of school organisation to inform potential education providers (eg multi academy trusts or free schools) of the likely need for future school expansion or sponsorship of new schools.

The School Organisation Needs Assessment identified a number of feasibility studies, which needed to be undertaken, in order to consider the optimum method of maximising the number of school places.  These actions were summarised in appendix 2 to the report.

Resolved –  (a) That the publication of the School Organisation Needs Assessment be approved; (b) that the commencement of feasibility studies identified in appendix 1 be authorised, and (c) that decision making be delegated to the Assistant Director – Prevention and Commissioning to commission additional feasibility studies based on the most recent information.

133      (62) OFSTED INSPECTIONS FOR SCHOOLS IN THE LOCAL AUTHORITY AREA – The Director of People submitted a report to inform the Cabinet Member of the outcomes of the Ofsted inspections for Priory Lane Community School and Scawby Academy.

The schools had been inspected under the Section 5 Ofsted inspection schedule for schools.  A full copy of the reports had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the Headteacher or Chair of Governors/Interim Executive Board of the schools regarding the outcome of their inspection.

134      (63)  Home A Children’s Home – Ofsted Inspection Outcome 2014 – The Director of People submitted a report to inform the Cabinet Member of the outcome of the Ofsted inspection of Home A Children’s home, a brand new all purpose built registered Children’s Home run by North Lincolnshire Council.

The Ofsted unannounced inspection took place under the Care Standards Act 2000.

The Inspection report had been made available to children and young people, staff and relevant stakeholders.

Resolved – The Cabinet Member writes to the Manager and Staff of Home A regarding the outcome of their inspection.

The corresponding report of the following items (Minutes 135 and 136refer) contain exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

135      (64) Service Review for the Education Division, People Directorate – The Director of People submitted a report which sought approval to change the structure of the Education Division, People Directorate.

The implementation of the restructure put forward in this paper represents the next phase in the planned transformation of the Education division, which is in turn aligned to the transformation of services across the People Directorate and the priorities of the Council Strategy.

The Schools Forum had commissioned the local authority to provide certain school improvement and other centrally organised support services on behalf of academies and maintained schools, as well as direct services for children identified as having ‘high needs’. The restructure ensured that the local authority could continue to deliver on this commitment and fulfil its role as a strategic partner to schools.

The details for this restructure were set out in Appendix A to the report.

Resolved – That the changes to the establishment detailed in Appendix A to the report be approved and effected as soon as practicable.

136      (65) REVIEW OF YOUTH OFFENDING SERVICES OPERATIONAL SUPPORT – The Director of People submitted a report which sought approval to implement the formal review of the operational support with the Youth Offending Service.

The Youth Offending Service is a multi agency team that manages across four statutory partners and with a pooled budget and grant funding from both the Youth Justice Board and Police and Crime Commissioner.

In order to fulfil the increasingly stringent requirements of effective operational support for the criminal justice system and devolved budgets the proposal addressed the need for an effective administration framework through the creation of a senior administration officer dedicated to the youth offending service.

Details of the proposal were outlined within the report.

Resolved – That option 1 outlined within the report be approved.
