182      (49)  SMALL GRANTS PROGRAMME FOR POSITIVE ACTIONSThe Director of People submitted a report which sought approval to continue with the current level of grant to the existing organisations which contributed to ensuring sufficient for positive activities were available to 31 March 2016.

The Local Authority had a duty under Section 507B of the Education and Inspections Act 2006 to secure sufficient activities and services for young people aged 13 to 19yrs, and those with learning difficulties to age 24.

To fulfil this duty, the Small Grants Programme was launched to enable local voluntary and community organisations to provide positive activities for young people across North Lincolnshire.

The first phase of grants was allocated in April 2013 following consultation and involvement of young people and covered the two year period to 31 March 2015 with an annual review process built in.  The grants awarded in financial year 2014/15 were listed in appendix 1 to the report.

An urgent decision was required in order to provide a level of consistency to providers and avoid any disruption to service delivery.

Resolved – That the continuation of the current levels of grant funding to the existing organisations as part of a mixed economy of service delivery, subject to conditions of grant being met be approved.
