183      (50)  SERVICES FOR ADULTS LOCAL ACCOUNT 2013/14– The Director of People submitted a report which sought endorsement to publish the Services to Adults Local Account 2013/14.

The Local Account was an annual report that outlined how well services were meeting outcomes and outlined what Adult Services achieved in the year and future aspirations.

Local accounts were an important method to strengthen accountability and for planning improvements.

The Key messages from the year’s performance were outlined within the report.

Resolved – That the publication of the Adult Services Local Account 2013/14 be endorsed.

184      (51)  North Lincolnshire Special Educational Needs and Disability (SEND) Inclusion Strategy ‘All Our Children’ 2014-17 – The Director of People submitted a report which sought approval for the Special Educational Needs and Disability (SEND) Inclusion Strategy 2014 – 17 and endorsement for it to be published.

The Special Educational Needs and Disability (SEND) Inclusion Strategy 2014 – 17 was not a stand-alone strategy and was aligned very closely with the vision and priorities for ‘All of Our Children’ that were set out in the Children and Young People’s Plan 2013-16.

The strategy also articulated North Lincolnshire’s vision and approach to the significant reforms introduced by the Children and Families Act 2014 SEND Clauses and the accompanying SEND Code of Practice 2014.

North Lincolnshire’s SEND Inclusion Strategy 2014-17 key aim was to enhance and improve outcomes for SEND children, young people and their families and was linked strongly to the overarching ambition for children and adults which was captured within the vision of:

  • Safe children and vulnerable adults
  • Supported families and carers
  • Transformed lives

Through discussions with families and partner organisations three priority areas for further SEND development had been identified, which were Right service, right time, right place, Achievement for all and Child and family first.

Resolved – That the North Lincolnshire Special Educational Needs and Disability (SEND) Inclusion Strategy 2014 – 17 be approved and published.

(SEND) Inclusion Strategy ‘All Our Children’ 2014-17

185      (52)  APPOINTMENT OF LOCAL AUTHORITY SCHOOL GOVERNORS – The Director of People submitted a report seeking approval of the appointment of a suitable candidate to serve as local authority governors.

Berkeley Junior School and Berkeley Infant School agreed to consider forming a hard federation of the two schools to be effective from 1 January 2015 and the proposed constitution of the governing body for the federation included one local authority governor as prescribed by regulations in The School Governance (Federations) (England) Regulations and The School Governance (Constitution and Federations) (England) (Amendment) Regulations 2014.

On 29 October 2014 the process for the selection and nomination of local authority governors was agreed by cabinet member (minute 169 (33) refers).  The new process required Local Authorities to have in place a process for matching applicants’ skills against governing bodies requirements.

Where a vacancy occurred, or a local authority governor’s end of term of office was approaching, the process required governing bodies to identify the skills they ideally required from any potential applicants.  All potential applicants were required to complete an application form identifying the skills they held and the contribution they could make to the effective governance of the school.

Option 1 sought to match each applicant to the most appropriate governing body based on their skills, knowledge and experience.  This matching process provided the opportunity for each authority governor to maximise the use of their abilities to improve outcomes for children and young people.

Resolved – (a) That the following person be appointed as Authority School Governor on the school listed, subject to the relevant CRB checks:

APPOINTMENT OF LOCAL AUTHORITY SCHOOL GOVERNORS

186      (53)  OFSTED INSPECTIONS FOR SCHOOLS IN THE LOCAL AUTHORITY AREA – The Director of People submitted a report to inform the Cabinet Member of the outcomes of the Section 5 Ofsted inspections of the following schools: Sir John Nelthorpe, Eastoft CE Primary, Oasis Academy Henderson Avenue, Melior Academy & Brigg Primary.

The schools had been inspected under the Section 5 Ofsted inspection schedule for schools.  A full copy of the reports had been placed in the political group offices.

Resolved – That the Cabinet Member writes to the Headteacher or Chair of Governors/Interim Executive Board of the schools regarding the outcome of their inspection.

OFSTED INSPECTIONS FOR SCHOOLS 

187      (54)  RECONSTITUTION OF JOHN HARRISON CHURCH OF ENGLAND PRIMARY SCHOOL BOARD OF GOVERNORS – The Director of People submitted a report which sought approval of the instrument of government to allow the board of governors of John Harrison Church of England Primary School to be reconstituted.

At the full board of governors’ meeting of John Harrison Primary School, held on 23 October 2014, the governors voted to reconstitute the board of governors to bring it in line with the School Governance (Constitution) (England) Regulations 2012 and the School Governance (Constitution & Federation) (Amendment) Regulations 2014.

Appendix 1 to the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of John Harrison Church of England Primary School.

Resolved – That the new instrument of government for John Harrison Church of England Primary School be approved.

RECONSTITUTION OF JOHN HARRISON C OF E PRIMARY SCHOOL 

188      (55) RECONSTITUTION OF THE TRENTSIDE FEDERATION (ST MARTIN’S AND WEST BUTTERWICK CHURCH OF ENGLAND PRIMARY SChOOLS) BOARD OF GOVERNORS – The Director of People submitted a report which sought approval of the instrument of government to allow the board of governors of The Trentside Federation to be reconstituted.

At a special board of governors’ meeting of The Trentside Federation held on 19 November 2014, the governors voted to reconstitute the board of governors to bring it in line with The School Governance (Federations) (England) Regulations 2012 and the School Governance (Constitution and Federations) (England) (Amendment) Regulations 2014.

Appendix 1 of the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of The Trentside Federation.

Resolved – That the new instrument of government for The Trentside Federation be approved.

189      (56)  RECONSTITUTION OF SIR JOHN NELTHORPE School BOARD OF GOVERNORS – The Director of People submitted a report which sought approval of the instrument of government to allow the board of governors of Sir John Nelthorpe School to be reconstituted.

At the full board of governors meeting of Sir John NelthorpeSchool, held on 9 December 2014, the governors voted to reconstitute the board of governors to bring it in line with the School Governance (Constitution) (England) Regulations 2012 and the School Governance (Constitution & Federations) (Amendment) Regulations 2014.

Appendix 1 of the report set out the constitution of the board of governors in the form of an instrument of government, as requested by the governors of Sir John Nelthorpe School.

Resolved – That the new instrument of government for Sir John Nelthorpe School be approved.
