The corresponding report of the following items (Minutes 131 and 132refer) contains exempt information as defined in Paragraph 1 & 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

131      (5)  REVIEW OF THE CORE GOVERNANCE UNIT OF DEMOCRATIC SERVICES – The Director of Policy and Resources submitted a report which sought approval of a revised structure for the Core Governance Unit of the Democratic Services division of Legal and Democratic Services.

The report outlined the need to contribute to budget savings as part of a council approved savings target for Democratic Services for 2014-2017.  Terms of Reference were agreed for a staffing review to ensure that an organisational structure was value for money, sustainable and fit for purpose for present and future operational requirements.

The report proposed a revised staffing structure that was considered most appropriate for future purposes.  Details were outlined within the report and associated appendices.

Resolved – (a) That Option One, the proposed staffing structure for the Core Governance Unit of Democratic Services as detailed within the report be approved for implementation from 1 July 2014, and (b) that the council’s review protocol be used in implementation of the new structure.

132      (6) LEGAL SERVICES/COMMERCIAL PRACTICE SENIOR MANAGEMENT REVIEW – The Director of Policy and Resources submitted a report which sought approval of a revised senior management structure for the Legal Services and Commercial Practice Teams within Legal and Democratic Services.

In February 2014 the Council approved a base budget reduction for 2015/16 from Legal Services and Commercial Practice based on a review of the senior management of both units.

Both operational units were managed by a Head of Service both of whom reported to the Assistant Director: Legal and Democratic and formed part of Legal and Democratic Services’ Senior Management Team.

Details of the proposals were outlined within the report and associated appendices.

Resolved – (a) That Option 1 as detailed in the report be approved, and (b) that the proposed changes to the staffing establishment be implemented immediately in accordance with the Council’s policies and procedures.
