168 (41) VIREMENTS – The Director of Policy and Resources submitted a report which sought approval for changes to the revenue and capital budgets for 2014/15.

On 25 February 2014 Council approved the revenue and capital budgets for the 2014/15 financial year respectively. The report gave details of virements approved by the Director of Policy and Resources under delegated powers and those that required Cabinet Member approval.

Resolved – (a) That the virements at paragraph 3.1 of the report, approved by the Director of Policy and Resources under delegated powers be noted, and (b) that the permanent virements outlined in paragraph 3.2 of the report be approved. 

The corresponding report of the following items (Minutes 169 and 170 refer) contains exempt information as defined in Paragraph 1, 2 and/or 7 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

169 (42) IT TECHNICAL VISION AND STANDARDS UPDATE – The Director of Policy and Resources submitted a report which sought consideration and approval of an updated IT Technical Vision and Standards policy document.

The IT Technical Vision and Standards policy document (appendix 1 to the report) set out the minimum IT specifications used across the council. The standards provided the necessary technical platforms that underpinned the delivery of the IT and Digital Strategy and were essential for providing a secure and agile infrastructure that was fit for purpose enabling the council to deliver its business priorities.

In line with good practice the document has been comprehensively reviewed as a full policy revision to reflect the complex and rapidly changing nature of the IT business environment.

Resolved – That the updated IT Technical Vision and Standards policy document attached at Appendix 1 to the report be approved.

170 (43) REGRADE OF THE POST OF SENIOR LAND CHARGES OFFICER – The Director of Policy and Resources submitted a report which sought approval for the regrading of the Senior Land Charges officer post within the Land Charges Section of Legal Services.

The Council’s Land Charges Section formed part of Legal Services and was responsible for processing the registration of legal rights over land and holding, and maintaining, the details on the statutory Local Land Charges Register.

The Senior Land Charges officer was responsible for the running of the Section, maintenance of the statutory register and for meeting the Council’s KPIs in respect of local land charge searches. The officer reported directly to the Head of the Legal Services.

Option one outlined within the report sought approval to regrade the post to reflect changes to the job description.

Resolved – (a) That Option 1 as detailed in the report be approved, and (b) that the post be regraded in light of the job evaluation, and filled in accordance with the Council’s policies and procedures.
