9          (9)  DRAFT SUPPLEMENTARY PLANNING DOCUMENT (SPD) – PLANNING FOR HEALTH AND WELLBEING – The Director of Places submitted a report which sought approval to publish the supplementary Planning Document for public consultation.

Officers had prepared the Planning for Health and Wellbeing SPD in order to provide supporting information and guidance for planners, developers and investors on how the environment and the planning decisions impacted on the health and wellbeing of the population. It contained information on how effective planning could have a positive impact on health and health inequalities. It provided guidance towards ensuring that the health implications of any new development were considered.

It was explained that the document would link strategically to North Lincolnshire’s Health and Wellbeing Strategy, Joint Strategic Needs Assessment and other public health documents.

Under the 2012 Regulations, the council was required publish the draft SPD for a four week public consultation.

An urgent decision was required to bring forward the consultation process in order to support community interest in planning for Health and Wellbeing, and ensure that this requirement was met in a timely manner and met the demands of the service.

Resolved – (a)  That the draft Supplementary Planning Document be approved for public consultation and subsequent adoption, and (b) that the Supplementary Planning Document – Planning for Health and Wellbeing be published for public consultation.

 

10        (10)  DRAFT SUPPLEMENTARY PLANNING DOCUMENT (SPD) – PLANNING FOR SOLAR PHOTOVOLTAIC (PV) DEVELOPMENT – The Director of Places submitted a report which sought approval to publish the supplementary Planning Document for public consultation.

Officers had prepared the Planning for Solar Photovoltaic SPD in order to set out the planning policy considerations that would be taken into account when assessing proposals for solar PV arrays in North Lincolnshire. It also ensured that the changes in government policy set out in the Planning Practice Guidance – Renewable and Low Carbon Energy were properly addressed in the North Lincolnshire context.
