28 (28) PUBLIC TRANSPORT: CONCESSIONARY FARES 2016/17 The Director of Places submitted a report reviewing the methodology used by the council to determine the reimbursement rate for operators of its concessionary fare scheme for 2016/17.

The report considered options to provide a more efficient process of determination in accordance with statutory requirements and timescales, whilst emphasising its obligations to passengers using concessionary services.

The Cabinet Member reiterated his full commitment to retaining free travel for older people and people with disabilities between 9.30am and 11.00pm Monday to Friday and all day at weekends and bank holidays.

In addition, the council continued to provide extended rail and bus services for all eligible North Lincolnshire concessionary pass holders.

In order to guarantee value for North Lincolnshire tax payers’ money, it was important that the method for calculating the reimbursement rate for operators addressed market conditions including fuel costs and other environmental considerations.

The draft scheme was attached as an appendix to the report.

Resolved (a) That Option 3 (change to the Reimbursement Analysis Tool as preferred by the Department for Transport) be approved as the preferred methodology to set the reimbursement rate for the concessionary fare scheme operated by the council from April 2016, and (b) that the draft scheme attached as an appendix to the report be approved.
