1          (1) CONSTRUCTION & HIGHWAYS PROFESSIONAL SERVICES FRAMEWORK AWARDThe Director of Policy and Resources  and Director of Places submitted a joint report which set out the outcome of a procurement  process to establish a corporate framework arrangement for Construction and Highways Professional Services.

The provision of specialist expert advice is essential for the successful delivery of the council’s capital programme and effective management of potentially high cost risk exposure.

Due to the aggregated value of the procurement an Official Journal of the European Union (OJEU) Restricted Procedure exercise was undertaken which involved the following stages:

Stage 1: Pre-Qualification Questionnaire (PQQ) to shortlist a number of suitably qualified and experienced companies to tender

Stage 2: Invitation to Tender (ITT) stage where shortlisted companies were invited to submit a tender

The procurement process was managed by a project team involving key officers from across the construction, property, highways and procurement teams. A construction and highways board was established to provide governance and management oversight to the project and procurement process.

At the deadline for the submission of Pre-Qualification Questionnaires (15 September 2014), 18PQQs had been submitted for evaluation.  Details of the tenderers were outlined within the report.

The award recommendation was agreed by the construction board and formally approved by the Director of Places on 28 January 2015. Award letters were issued to the following successful tenderers on 3 February 2015.
