33 (33) VIREMENTS 2015-16 – The Director of Policy and Resources submitted a report which sought approval for changes to revenue and capital budgets for 2015-16 as part of the council’s policy of active budget management.

 On 24 February 2015 Council approved the revenue and capital budgets for the 2015/16 financial year.  The report gave details of virements that required Cabinet Member approval.

Resolved – That the virements at paragraph 3.1 of the report be approved.

34 (34)  CONTRACT AWARD: MICROSOFT ENTERPRISE AGREEMENT – The Director of Policy and Resources submitted a report that set out the findings from a recent procurement exercise to introduce a common core Microsoft licensing model across North Lincolnshire Council and North East Lincolnshire Council, that met the needs of the shared services programme.

The report detailed the outcome of the procurement process as required under Contract Procedure Rules for contracts over £1m in value and the benefits of the core infrastructure Enterprise Agreement.

Resolved – That the outcome of the procurement exercise be noted.

35 (35) PUBLIC SERVICES NETWORK CODE (PSN) OF CONNECTION 2015/16 – The Director of Policy and Resources submitted a report outlining the background to the government’s Public Services Network Code of Connection requirement.

The Director of Public Services reported that each year North Lincolnshire Council submitted a code of connection (CoCo) application to maintain PSN connectivity. This annual exercise commenced in 2009 at the inception of the national Government Connect infrastructure initiative, which in 2011 became known as “PSN”.

Compliance was essential in order for services to share data and information with the government including Health information with the NHS and local taxation and benefits information with the Department for Works and Pensions.

On 21 October 2015 official confirmation was received that the recertification submission had been successful on the first attempt.

As in previous years IT Services will continue to monitor and respond to any new requirements from PSN and actively engage in discussions regarding changes to the existing controls or additional requirements.

Resolved – That the successful PSN CoCo recertification for 2015/16 be noted.

36  (36)  INDUCTION AND PROBATION POLICY – The Director of Policy and Resources submitted a report seeking approval of the council’s revised Induction and Probation policy.

The council’s Probation policy was last updated in 2010 and had been reviewed to incorporate the initial induction stage of the employment relationship and also to make changes to the final review of the probationary period.

The report gave details of a more structured approach provided with regard to the review of performance during the probationary period.

Resolved – That the revised Induction and Probation policy be approved and implemented.
