Place Shaping and Investment, Assets & Employment Cabinet Members – Minutes – 8 May 2018

The corresponding report of the following item (Minute 1 refers) contains exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

1 (1) DEVELOPMENT OF NEW MARKET FACILITY – The Executive Director: Commercial submitted a report seeking approval to declare the existing Scunthorpe market site surplus to requirements, and to acquire a town centre facility in which to develop a new market provision.

The council currently provided an indoor market within Scunthorpe Town Centre – known as Scunthorpe Market. The market was provided within two buildings known as the French Barn (Old Hall) and the New Hall (Food Hall). The current location was a traditional market offering a variety of products.

The current facilities required substantial investment to fully modernise and make the facility fit for purpose.  This was based on a costing exercise undertaken during the production of the market business case.

Following the production of the business case for a new market a preferred option had been identified.

Re-provision of the existing market offer was critical to the regeneration of the Town Centre and to the town centre masterplan.

The vision for the Scunthorpe market was a modern, sustainable market that would be fit for purpose offering high quality products with specialist themes that transformed the customer offer and promote prosperity in the town centre.

Resolved – That Option 1, as set out in the report at paragraph 3.1, be approved.
