2 (2) PROCUREMENT OF CONSTRUCTION AND HIGHWAYS RELATED PROJECTS – The Director: Operations submitted a report seeking approval for the procurement plan for the renewal of the Construction and Highways Framework that was due to expire in May 2018.

The council procured a significant volume of construction related work each year. The work was mainly property and highways related. This accounted for annual spend of typically in excess of £20m. As such, achieving best value in procuring this work was essential.

In 2014, the council decided to put in place a framework arrangement to cover this work. The framework included a number of discrete lots. Details of these were set out in Appendix 1 to the report. The current framework was due to expire in May 2018. Work required to replace the current arrangements needed to commence.

Over the last three years, the framework had yielded a number of positive outcomes. These included:

  • Above average nationally benchmarked key performance
  • Excellent value for money
  • Over 50% of framework contractors were locally based
  • Various social benefits including but not limited to employment/skills and apprenticeships
  • Modern procurement techniques
  • Delivery of the capital and revenue works programmes
  • National recognition for best practice via the Government Opportunities Award 2016

The council was required under the Public Contracts Regulations 2016 to have suitably compliant arrangements in place for the delivery of construction related works projects when the current framework expired.

Resolved – That the proposal, as set out in the report, to put work in hand to procure an enhanced version of the current framework arrangement for Construction and Highways related projects be approved.
