2   (2)  DETAILED ASSESSMENT OF PM10 AIR QUALITY MANAGEMENT AREAS REPORT 2016 – The Director: Operations submitted a report updating the Cabinet Member on the Detailed Assessment Report following submission to the Department for Environment, Food and Rural Affairs (DEFRA), and seeking approval to carry out consultation and publish the final report.

On 12 December 2016 it was agreed that the Detailed Assessment Report should be submitted to DEFRA (minute 36 refers).  DEFRA had approved the report recommendations.  The report concluded that:

i)    Low Santon Air Quality Management Area (AQMA) should be revoked, and

ii)   Scunthorpe Town AQMA should be reduced in size.

Consultation on air quality reports was a requirement of The Environment Act 1995.  DEFRA guidance stated that councils should also consult on proposed AQMA changes.

Resolved
– (a) That the proposal to consult with the bodies detailed in Appendix 1 to the report, and with the public via the council website on recommendations to change the existing AQMA’s, as set out in the report, be approved; (b) that the report be updated following consultation, and (c) that a further report be submitted to the Cabinet Member seeking approval for the revised/revoked AQMA’s.
