45  MINUTES – Resolved – That the minutes of the meeting of this committeeheld on 14 November, 18 November and 5 December 2016, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

46  EXCLUSION OF THE PUBLICResolved – That the public be excluded from the meeting for consideration of the following item on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of part 1 of Schedule 12A of the Local Government Act 1972(as amended).

47  (3) SENIOR LEADERSHIP STRUCTURE – Further to minute 2447 of the Council, the Head of Paid Service and Executive Director: People and Transformation submitted a report which considered the next stages of the senior leadership review and appointments process. This included the proposed leadership structure (and job descriptions) submitted as appendix 1 to the report, the remuneration levels of the new posts following comparable analysis, benchmarking and evaluation processes, use of the council’s review protocol and final appointment through this committee. Reference was also made to the next phase of the review which would commence once the senior leadership arrangements had been implemented.

The report also reiterated that the new leadership structure of the council must have the capacity to achieve the council’s ambition for place and people and deliver transformational goals, which required a greater emphasis on the commercial agenda and the transformation of service delivery.  The proposed structure would ensure the continued leadership of the council and ensure effective resource allocation to enable the council to achieve its efficiency requirements.  There were significant changes required to transform the council and the way it operated in the future in order to safeguard critical service delivery, promote healthy, resilient communities and adopt a commercial approach to its activities.

The Head of Paid Service and Executive Director: People and Transformation responded to questions asked by members.

Resolved Unanimously – That the proposed leadership structure at appendix 1 of the report and associated remuneration levels set out in the report be approved.
