(i)   Application for review of a premises licence, Priory News, 72a Priory Lane, Scunthorpe

(ii)  Application for the grant of a premises licence, Winterton Community Pavilion, Newport Drive, Winterton (to commence at approximately 11.00 am)

4.  Any other items which the chairman decides are urgent by reason of special circumstances which must be specified.

MINUTES

PRESENT:  Councillors Armitage, Glover and Wells.

The sub-committee met at the Civic Centre, Scunthorpe.

1130  CHAIRMAN – Resolved – That Councillor Wells be and he is hereby appointed chairman for the meeting.

Councillor Wells thereupon took the chair.

1131  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS, PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND SIGNIFICANT CONTACT WITH APPLICANTS, OBJECTORS OR THIRD PARTIES (LOBBYING) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.

1132  (14)  LICENSING ACT 2003 – APPLICATION FOR REVIEW OF A PREMISES LICENCE, PRIORY NEWS, 72A PRIORY LANE, SCUNTHORPE, NORTH LINCOLNSHIRE – The Director of Places submitted a report advising members of an application for review of a premises licence for Priory News, 72a Priory Lane, Scunthorpe, North Lincolnshire.

Details of the application were outlined in the report.

The Director in his report reminded the sub-committee that the options available to it under the Licensing Act 2003 when considering such applications were:

  • To modify the conditions of the licence;
  • To exclude a licensable activity from the scope of the licence;
  • To remove the designated premises supervisor;
  • To suspend the licence for a period not exceeding three months;
  • To revoke the licence.

A request to vary the procedure for the hearing was received from the licence-holder, requesting an adjournment to a future date.  Following a discussion by the members the decision of the sub-committee was stated as follows:

Resolved – That the meeting be adjourned to a future date.

1133  (15)  LICENSING ACT 2003 – APPLICATION FOR THE GRANT OF A PREMISES LICENCE, WINTERTON COMMUNITY PAVILION, NEWPORT DRIVE, WINTERTON, NORTH LINCOLNSHIRE – The Director of Places submitted a report advising members of an application for the grant of a premises licence for Winterton Community Pavilion, Newport Drive, Winterton, North Lincolnshire.

Details of the application were outlined in the report, together with the application for grant of a premises licence, a location map of Winterton Community Pavilion, Winterton, and a petition submitted by local residents.  A copy of the minutes from a Newport Drive residents meeting dated September 10 2013, as submitted by the applicant, had also been circulated to members and all other relevant parties.

There was no application to vary the procedure.

The Director in his report reminded the sub-committee that the options available to it under the Licensing Act 2003 when considering such applications were:

  • To refuse to grant the licence;
  • To grant the licence with additional conditions;
  • To grant the licence without additional conditions;
  • To grant the licence but restrict the licensable activities;
  • To grant the licence with restricted times.

Neither the applicant nor the interested parties were present, therefore, following a summary of the case, the meeting was adjourned for deliberation by members and then reconvened when the decision of the sub-committee was stated as follows: –

Resolved – That the licence be granted without additional conditions.
