1151  MINUTESResolved – That the minutes of the proceedings of the meeting held on 27 May 2009 having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chair, subject to the correction of Minute 1137 by the substitution of  “Cllr N Sherwood” for “Cllr C Sherwood”.

1152  (12) APPLICATIONS DEFERRED FROM PREVIOUS MEETING – In accordance with the decisions at the previous meeting, members had undertaken site visits on the morning of the meeting. The Head of Planning submitted reports and updated them orally.

(i) 09/0293 by Mr J Kirby for the erection of an extension at 70 Rectory Road, Epworth.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(ii) 09/0384 by Mr D Snowden for the erection of a block of 3 apartments at 70 Doncaster Road, Westwoodside, Haxey.

Prior to consideration of this application an objector addressed the committee. He stated that the proposal was very similar to an application that had been refused previously. No dimensions had been provided with the submitted plans. There were serious drainage problems in the vicinity of the site that would be exacerbated by three further dwellings. The size of the proposed development would cause a loss of amenity for neighbours. The site could not accommodate a building of the size proposed given the need for a protection zone around a horse chestnut tree to be retained on the site. There would be inadequate car parking.

1153  (13) PLANNING AND OTHER APPLICATIONS – The Head of Planning submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications.

(i)  09/0111 by Mr M Duncan for the retention of the change of use of domestic premises to a mixed use of domestic premises and the keeping of family horses, including the retention of an additional stable block at One Acre Cottage, Sandbeds Lane, Westwoodside.

Prior to consideration of this application the applicant’s wife addressed the committee. She referred to claims by objectors that her horse boxes were blocking the road. She denied this and pointed out that in any event this would be a police matter. She stated that the manure arising from the stables was composted and spread on nearby agricultural fields.

That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting.

(ii)  09/0247 by Mr A Stafford for consent to carry out works to a sycamore tree protected by Tree Preservation (Crowle) Order 1971 at 16 The Paddocks, Crowle.

Prior to consideration of this application the applicant addressed the committee.  He disputed the distance between his property and the tree as reported. He was concerned that the tree was in a dangerous condition and could fall down and kill him or a neighbour.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting. The reason for the site visit being to assess the amenity value of the tree and its proximity to dwellings.

(iii)  09/0272 by Mr J Haigh for the change of use of a barn into a dwelling, erection of a rear extension, construction of a new access onto Barton street and retention of a garage as built (amended scheme following planning permission PA/2008/1146).

Prior to consideration of this application an objector and the applicant’s agent addressed the committee.

The objector was concerned that the development would lead to overshadowing and loss of privacy and would have a detrimental effect on the conservation area. It would create a road safety risk, especially for children as cars parked on both sides of Barton Street.

The agent stated that the development had already been approved in principle. The present application was for a slightly larger footprint and revised access arrangements. Extensive discussions had taken place with officers regarding Conservation Area and road safety issues.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting. The reason for the site visit being to assess the highways issues.

(iv)  09/0299 by Mr R Boulter for the erection of a detached dwelling and a pair of semi-detached dwellings at The Gables, 28 School Road, South Killingholme.

Resolved – That permission be granted in accordance with the recommendation contained in the report, subject  to an additional condition requiring the demolition of the existing property.

(v)  09/0315 by Parklands Developments  for the erection of a detached three-storey dwelling on land adjacent to Sunny Bank, North End, Goxhill.

Resolved – that permission be granted in accordance with the recommendation contained in the report .

(vi)  09/0368 by Mrs L Watson for the erection of six guest rooms at Blink Bonney, Kirmington.

Resolved – that permission be granted in accordance with the recommendation contained in the report , subject to the deletion of condition 4 and the addition of three conditions relating to archaeology

(vii) 09/0448 by Mr S Larkin for the erection of a sun room and detached domestic garage at Rose Cottage, Holme Lane, Holme.

Resolved – That consideration of this application be deferred to enable factual errors in the report to be corrected.

(viii) 09/0477 by William Hill for the change of use to a betting shop (A2) and the installation of three air conditioning condenser units at 97 Willoughby Road, Scunthorpe.

Prior to consideration of this application a representative of the applicants and an objector addressed the committee.

The applicant referred to the objection and stated that the proposed air conditioning units would be at ground floor level as far away as possible from the neighbouring maisonettes and would only be activated when necessary. They would not operate outside of opening hours. There were a number of other commercial premises nearby with air conditioning units, none of which had attracted complaints.

The objector stated that he had lived in a flat near the application site for 25 years. He was retired  and was concerned at the potential noise nuisance arising from the air conditioning and from youths gathering near the shop in the evenings. There was a betting shop only half a mile away.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

Councillor Collinson, having declared a personal and prejudicial interest in the following application, 09/0505, left the meeting prior to consideration of the application. Councillor Whiteley took the chair during consideration of this application only.

(ix)  09/0505 by Mr and Mrs S & R Jackson for the erection of a two-storey side extension at 55 Abbey Road, Scunthorpe.

Prior to consideration of this application, Councillor Wilson, attending the meeting in accordance with the provisions of Procedure Rule 1.37 (b), spoke on behalf of an objector  and the applicant also addressed the committee.

Councillor Wilson stated that the objector was concerned at the visual impact that the proposed extension would have. He also referred to alleged discrepancies regarding measurements quoted in the report. The proposal would create a terrace like effect.

The applicant stated that the extension would use appropriate materials. The development would not give the impression of being part of a terrace. There were similar extensions nearby.

Resolved – That consideration of this application be deferred until the next meeting and that members visit the site prior to that meeting. The reason for the site visit was to assess the impact on the street scene.

Councillor Collinson returned to the meeting and took the chair.

(x)  09/0510 by HZPC UK Limited for change of use from a bungalow to an office at 16 Field Road, Crowle.

Prior to consideration of this application a representative of the applicants addressed the committee. He stated that the office would be used by two people. It would not be evident that the premises were being used as an office rather than a dwelling other than at night when no lights would be on. Neighbours welcomed the premises being occupied whilst they were out at work.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(xi)  09/0526 by Mr D Horner for retention of a ground floor extension (amendment to 2008/1261) at 17 High Street, Flixborough.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

1154  (14) ENFORCEMENT UPDATE – The Head of Planning submitted a schedule giving details of progress in respect of matters on which he had taken enforcement action under delegated authority.

Resolved – That the report be noted.

1155  (15)   HOUSING & PLANNING DELIVERY GRANT (HPDG): (TO RESPOND TO GOVERNMENT CONSULTATION ON ALLOCATION MECHANISMS FOR YEAR 2 AND YEAR 3) –The Head of Strategic Regeneration, Housing and Development submitted a report informing members of a response made to a consultation on the proposed allocation mechanism for the Housing and Planning Delivery Grant (HPDG) year 2 (2008-2009) and year 3 (2009-2010).

The report summarised the consultation document and outlined the implications for the council of the proposed changes.

Resolved – (a)That the report be noted, and (b) that further reports be submitted once the HPDG allocation method has been finalised.

1156  (16) CONSULTATION ON PLANNING POLICY STATEMENT 4: PLANNING FOR PROSPEROUS ECONOMIES – The Head of  Strategic Regeneration, Housing and Development submitted a report informing members of a a Government consultation paper, which sought views on combining national planning policy for economic development in urban and rural areas and town centres into one consolidated and streamlined Planning Policy Statement (PPS).

The draft PPS emphasised the need for regional planning bodies and local planning authorities to plan proactively for economic development in their areas.

Although draft PPS4 sought to protect town centres and promoted environmental goals, the emphasis throughout was on giving appropriate weight to economic development impacts at all stages of the planning process.

Draft PPS4 set out a number of proposed plan-making and decision-making policies, grouped under 24 main headings with the most relevant summarised in the report.
