The committee met at the Civic Centre, Scunthorpe.

1436    MINUTESResolved – That the minutes of the proceedings of the meeting held on 4 April 2012, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

1437  (61) APPLICATIONS DEFERRED FROM PREVIOUS MEETING – In accordance with the decisions at a previous meeting, members had undertaken site visits on the morning of the meeting. The Head of Development Management submitted  reports and updated them orally.

(i) 12/0033 by Mr D & SE Egan for outline permission for the erection of  a dwelling (resubmission of PA/2011/1078)  on land adjacent to Bardney Cottage, 1 Caistor Road, Barton-upon-Humber.

Prior to consideration of this application an objector addressed the committee. He  was concerned that the proposal would lead to an increase in traffic and create road safety problems. The entrance was on a bend with poor visibility for vehicles emerging from the site via a narrow road.

Councillor P Vickers, attending the meeting in accordance with Procedure Rule 1.36 (b) spoke on this application.

Resolved – That permission be granted in accordance with the recommendation, subject to an additional condition requiring the submission of a construction phase traffic management plan.

(ii) 12/0055 by Mr and Mrs A Logan for the siting of a mobile home in connection with agriculture and construction of a barn for the breeding and storage of alpacas at Willow View, Ruard Road, Goxhill.

Prior to consideration of this application the applicant and an objector addressed the committee.

The applicant stated that he and his wife needed to live on site as the alpacas would require round the clock care. There had been burglaries in the vicinity of the site in the past. It was intended to build up to a herd of 22 which would provide an income for the couple from the sale of wool and stud fees.

The objector disputed the need for the alpacas to be supervised round the clock. She stated that they were hardy animals and would not need checking more than once a day and referred to PPS 7 in support of this. She believed that the proposed mobile home would be visually intrusive. She was also concerned that the development would set a precedent.

1438  (62) PLANNING AND OTHER APPLICATIONS – The Head of Development Management submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications. The Head of Development Management updated the reports orally where appropriate. Other officers attending gave advice and answered members’ questions as requested.

(i) 12/0043 by Mr M Capell for the erection of two wind turbines (resubmission of PA/2011/0915 – amended location) on land at Station Farm, Station Road, Kirton–in-Lindsey.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(ii) 12/0134 by Mr A Evans for the erection of a two-storey extension at 2 New Houses, Thorne Road, Sandtoft, Belton.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(iii) 12/0251 by Mr and Mrs R Burton for the erection of one pair of semi – detached houses on Plots 1 & 2, adjacent Willscroft, 3 The Square, Goxhill.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

(iv) 12/0351 by Mr C Walters for the erection of a two – storey extension to the rear, a domestic garage to the side and a porch to the front elevation (resubmission of PA/2012/0066) at 3 Crowland Road, Crowle.

Resolved – That permission be granted in accordance with the recommendation contained in the report.

1439  (63) ENFORCEMENT UPDATE – The Head of Development Management submitted a   schedule giving details of progress in respect of matters on which he had taken enforcement action under delegated authority.

1440  (64) PLANNING STATISTICS – JANUARY TO MARCH 2012 – The Head of Development Management submitted details of the numbers of applications received and determined, broken down by category, in the period January to March 2012.

1441  (65) PLANNING STATISTICS – APRIL 2011 TO MARCH 2012 – The Head of Development Management submitted details of the numbers of applications received and determined, broken down by category, in the period April 2011 to March 2012.

Resolved – That the report be noted.

1442  (66) NATIONAL PLANNING POLICY FRAMEWORK (NPPF) –  The Head of Development Management submitted a report informing members of the publication of the NPPF on 27 March 2012. The document had come into effect immediately and replaced 44 documents, including Planning Policy Statements (PPS), Planning Policy Guidance (PPG), Minerals Policy Statements (MPS), Minerals Planning Guidance, Circulars and other policy set out in letters to Chief Planning Officers.

The NPPF was a material consideration in preparing local and neighbourhood plans as well as in making decisions on planning applications.

The report outlined the main provisions of the NPPF and the changes that had been made from the draft which had been the subject of consultation.
