PRESENT: – Councillor Bunyan (in the Chair).

Councillors Allcock, Bainbridge, Barker, Collinson, England, Grant, Rowson, N Sherwood and Wardle.

Councillors O’Sullivan attended the meeting in accordance with Procedure Rule 1.37 (b).

The committee met at the Civic Centre, Scunthorpe.

1549  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, SIGNIFICANT CONTACT WITH APPLICANTS OR THIRD PARTIES (LOBBYING) AND WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable  pecuniary interests, personal or personal and prejudicial interests and significant contact with applicants, objectors or third parties (lobbying).

1550  MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 23 October 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chairman.

1551  (17)  APPLICATION DEFERRED FROM PREVIOUS MEETING – In accordance with the decision at a previous meeting, members had undertaken a site visit prior to the meeting. The Head of Development Management submitted a report and updated it orally.

(i)  13/0651 by Mr Gurdeep Singh, AM/PM UK Ltd to erect a warehouse on Plot 26, Hebden Road, Scunthorpe.

The agent for the applicant, explained that the application that had been approved in 2008, the application then had been modified so that the height of the roof was reduced by 1.5 metres.  The agent asked that the Planning Committee take this into consideration.

An objector to the application addressed the Committee and explained how residents would not have objected had the building been the same height and size of buildings already in this vicinity.

Concerns were expressed over the visual impact the proposed building would have on the area and the shadowing that this would create, the increased noise levels specifically if the skylights were openable, the impact  of the building on the residential dwellings on Scotter Road and the impact on the residents’ ability to enjoy their gardens.  She also expressed concerns about the possible introduction of a  Mezzanine within the building.

Councillor O’Sullivan, attending the meeting in accordance with the provisions of Procedure Rule 1.37 (b) spoke on this application and confirmed that the objection was about the size and height of the building and not the purpose.  The Committee members were advised that the houses had been in this location before the businesses developed on Hebden Road, and she asked if this could be taken into account.

Moved by Councillor England and seconded by Councillor Wardle –

That permission be granted in accordance with the recommendations contained in the report.

Moved by Councillor Barker and seconded by Councillor Bainbridge –

That permission be refused against the recommendation of the planning officers.  The reason given for refusing the development being that the scale and operation of the warehouse would be likely to have a detrimental effect on the amenities of the occupiers of adjacent residential property by reason of noise disturbance and outlook.  The proposal was considered to be contrary to saved policy DS1 of the North Lincolnshire Local Plan 2003.

1552   (18)  PLANNING AND OTHER APPLICATIONS – The Head of Development Management submitted a report incorporating a schedule containing details of applications for determination by the committee including summaries of policy context, representations arising from consultation and publicity and assessment of the applications. The Head of Development Management updated the reports orally where appropriate. Other officers attending gave advice and answered members’ questions as requested.  

(i)  2013/1014 by Miss A Hewitt to raise the height of roof and extend existing garage at 15 Holm Road, Westwoodside, Haxey.

An objector to the application expressed concerns over privacy in both his garden and also the facing rooms of his house.

The agent for the applicant explained that the proposed extension was for extra living area and was the same as the property next door.

Resolved – That permission be granted in accordance with the recommendations contained in the report. 

(ii)  2013/1217 by Mr S Zaman to carry out external alterations and erect new fencing, gates and a canopy.
