The panel met at Pittwood House, Scunthorpe.

104  MINUTES – Resolved – That the minutes of the proceedings of this panel held on  15 September 2008, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

105  PUBLIC SPEAKING – There were no requests from members of the public to address the Scrutiny Panel.

106  SAFER NEIGHBOURHOODS ACTION PROGRAMME – The Chair welcomed the Service Director Community, Planning and Resources and the Cabinet Member for Neighbourhood, Environmental and Communities to the meeting to discuss the Safer Neighbourhoods Action Programme, with particular focus on the Neighbourhood Action Teams.

Members were concerned that each Neighbourhood Action Team was operating differently.  Concern was also expressed about the operational and strategic direction of the Neighbourhood Action Teams.

Members then engaged in a question and answer session with the council’s Service Director Community, Planning and Resources and the Cabinet Member for Neighbourhood, Environmental and Communities

Resolved – (a) That the Service Director Community, Planning and Resources and the Cabinet Member for Neighbourhood, Environmental and Communities be thanked for their attendance and for answering Members questions, and (b) that a sub-group be convened to scope the Panel’s next review into Neighbourhood Action Teams.

107  LOCAL AREA AGREEMENT – The Service Director Legal and Democratic informed the Panel of the progress being made in developing a role for overview and scrutiny in monitoring the Local Area Agreement.

Resolved – That the thematic lead and lead officer for the Safer Neighbourhoods Local Area Agreement theme be invited to a future meeting of the Panel.

108  (6)  LEADER OF THE COUNCIL’S FORWARD PLAN – OCTOBER 2008 TO JANUARY 2009 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for October 2008 to December 2009.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for October 2008 to December 2009.
