Scrutiny Co-ordinating Panel – 7 April 2009

68 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS – There were no declarations of personal or personal and prejudicial interests.

69 MINUTESResolved – That the minutes of the meeting of the Scrutiny Co-ordinating Panel held on 13 January 2009 having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chair.

70 PUBLIC REQUESTS TO SPEAK – There were no requests received

71 WORK PROGRAMME 2008/2009 – Update from the Chair and Vice-Chair of each Scrutiny Panel – The chairs and vice-chairs of each of the four scrutiny panels for North Lincolnshire Council were invited to provide the panel with a brief update on recent work completed and future work to be undertaken.

Resolved – That the position be noted.

72(7) COUNCILLOR CALL FOR ACTION – The Service Director Legal and Democratic submitted a report providing the panel with information on the Councillor Call for Action (CCfA) for discussion prior to its implementation in the 2009/10 Council Year.

The panel was informed that under Section 119 of the Local Government and Public Involvement in Health Act 2007 councillors had been provided with the opportunity to ask for debate and discussion at scrutiny panels on issues where local problems have arisen, and other methods of resolution had been exhausted. This has been called the CCfA. Members were told that this part of the legislation could be implemented by local councils from 1 April 2009.

Resolved – (a) That the report be noted, and (b) that this Council’s draft CCfA procedure be considered and endorsed by this panel (cabinet and approved by Council) prior to implementation and inclusion in the council’s constitution.

73 MEMBER TRAINING- The chair requested an update on member training. The panel was informed that the next scheduled training event was to be held on 1 July 2009 covering performance monitoring, and was to be facilitated by Caroline Barkley – Head of Strategy Development and Nigel Manders – Performance Manager.

Resolved – That the training date be noted.
