Children and Young People Scrutiny Panel – 6 April 2010

PRESENT:  Councillor Wilson in the chair.

Councillors C Sherwood (vice-chairman), Ali, Mrs Bromby, Simpson, P Vickers and Whiteley.

Statutory Co-opted Members: Mr P Bacon and Mrs A Dunkerley (parent governor representative) and Mr W Egan and Mrs W Witter (Church Representatives)

Councillors Barker and B Briggs attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

124  DECLARATIONS – OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

125  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 22 March 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

126  PUBLIC REQUESTS TO SPEAK – There were no requests received.

127  (19)  CORPORATE PARENTING REVIEW – The chair welcomed Mrs Sue May, Clinical Development Co-ordinator for NHS North Lincolnshire to the meeting. Mrs May had been invited to discuss with members her role within NHS North Lincolnshire in ensuring that looked after children are healthy and receive the appropriate healthcare/treatment should it be necessary.

Following the presentation members asked questions on the health of looked after children.

Resolved – (a) That Mrs May be thanked for her attendance and informative oral presentation, and (b) that the information be noted.

128  CORPORATE PARENTING REVIEW – NEXT STAGES – The chair informed members that councillors B Briggs and Barker had requested to speak to the panel following their corporate parenting visit to one of the areas children’s homes.

Members were informed that whilst the children were extremely well cared for, councillor B Briggs and Barker had concerns about the education the children were receiving, and whether this was sufficient.

Members discussed with councillor B Briggs and Barker the education received by looked after children.

Resolved – (a) That the council’s Service Director for Children and Young People, or her representative, be invited to attend the panel’s next meeting to discuss the education of looked after children, (b) that the Service Director be asked to obtain data relating to the number of looked after children receiving education and their performance and attainment, and (c) that Councillor B Briggs and Barker be thanked for their attendance and for bringing the education of looked after children to the panel’s attention.

129  (20)  LEADER OF THE COUNCIL’S FORWARD PLAN – APRIL TO JULY 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for April to July 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.

Resolved – That the position be noted.
