Healthier Communities and Older People Scrutiny Panel – 14 July 2009

PRESENT:  Councillor Wells in the chair.

Councillors Collinson, Eckhardt, Jawaid MBE, Sidell, Simpson and Whiteley.

The panel met at Pittwood House, Scunthorpe.

173  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

174  PERFORMANCE MONITORING – The panel held discussions with Wendy Brownbridge, Acting Director of Public Health and Chair of the Wellbeing and Health Improvement Partnership, on the quarter 4 performance measures and key indicators relating to health and wellbeing.  Members questioned Wendy on issues of concern about local performance.  This included detailed discussion of suicide rates, engagement in the arts, mortality rate from all circulatory disease, breastfeeding and teenage pregnancy rates.  Wendy explained the actions that were underway to address these issues and answered members’ questions.

Following further discussion and questions, the Chair thanked Wendy for her contribution.

Resolved – (a) That Wendy Brownbridge be thanked for attending the meeting, (b) that she be invited to a meeting in the Autumn to discuss Quarter 1 data, and approximately every three months after this, (c) that the relevant performance lead also be invited to attend the meeting in order to clarify any technical issues, and (d) that future reports be made clearer to enable informed scrutiny by members.

175  CENTRE FOR PUBLIC SCRUTINY BID – THE INVERSE CARE LAW AND LINKS BETWEEN PRACTICE BASED COMMISSIONING, DEPRIVATION AND HEALTH INEQUALITIES – Members received an oral update from the Service Director, Legal and Democratic Services on progress on the above review.

Resolved – That the position be noted.

176  (3)  LEADER OF THE COUNCIL’S FORWARD PLAN – JULY TO OCTOBER 2009 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for July to October 2009.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.
