Healthier Communities and Older People Scrutiny Panel – 15 December 2009

PRESENT: Councillor Barker in the chair.

Councillors Wells (Vice-Chairman), Collinson, Eckhardt, Jawaid, and Sidell.

The panel met at Pittwood House, Scunthorpe. 

213 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

214 PUBLIC REQUESTS TO SPEAK – There were no requests received.215 PROMOTING THE HEALTH AND WELLBEING OF NORTH LINCOLNSHIRE COUNCIL EMPLOYEES – Members held discussions with the Director of Public Health, Frances Cunning, and NHS North Lincolnshire’s Workplace Health Co-ordinator, Mark Sydney. Members asked about the local scheme that was in place, the required cultural and organisational changes, and links with other programmes such as Healthy Schools and Investors in People

Resolved – (a) That Mark and Frances be thanked for their valuable input, and (b) that the position be noted.

216 (16) PERFORMANCE MONITORING – QUARTER 2 DATA, WELLBEING AND HEALTH IMPROVEMENT PARTNERSHIP. The Director of Public Health, Frances Cunning, gave a short presentation on the priority indicators as chosen by the Wellbeing and Health Improvement Partnership, focussing particularly on underperforming indicators. Members asked questions about carers’ assessments, circulatory disease and data quality.

Resolved – (a) That Frances be thanked for the presentation, and (b) that discussions take place to resolve issues around data quality and the provision of information, and to decide the best approach to performance monitoring by the panel in the future. 

217 (17) LEADER OF THE COUNCIL’S FORWARD PLAN – DECEMBER 2009 TO MARCH 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for December 2009 to March 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the position be noted.218 ADDED ITEM – A request was received to have an informal discussion with the Service Director, Adult Services, regarding the Dementia Strategy at a future meeting.

Resolved – That representatives from Adult Services be invited to attend the panel’s meeting on 9 February to discuss the Dementia Strategy. 

219 EXCLUSION OF THE PRESS AND PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following item (Minute 220 and 221 refers) on the grounds that they involve the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

220 (18) INVERSE CARE LAW – draft report – The Service Director Legal and Democratic referred members to the above draft report that had been circulated for consideration.Members discussed the draft in depth, making several changes and suggestions, and debating the panel’s conclusions and recommendations.

Resolved – (a) That the changes as requested by members be included in the draft document, (b) that the draft be forwarded to NHS North Lincolnshire for comment, before being circulated for consultation to all stakeholders and those who were involved in the review, and (c) that feedback be brought to a future meeting of the panel for further consideration by members. 

221 FURTHER ADDED ITEM – The Service Director Legal and Democratic confirmed that Andrew North, Chief Executive for Northern Lincolnshire and Goole NHS Hospitals Foundation Trust would be attending the meeting of this panel scheduled for 12 January 2010. Members of the panel were asked to consider any areas that they would like to discuss at this meeting and provide details to the Scrutiny Officer as soon as possible.
