Safer and Stronger Communities Scrutiny Panel – 27 April 2010

The panel met at Pittwood House, Scunthorpe.

263 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

264 MINUTES – Resolved – That the minutes of the proceedings of this panel held on31 March 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

265 PUBLIC REQUESTS TO SPEAK – There were no requests received.

266 (32) COMMUNICATING WITH CONFIDENCE – HOME OFFICE EXECUTIVE SUMMARY – The Service Director Legal and Democratic circulated the recently published Home Office Communicating for Confidence executive summary.The document was intended to support front line delivery partners such as Community Safety Partnerships, Neighbourhood Policing Teams and Drug and Alcohol Teams, with evidence and practical advice on building public confidence in the work being done to tackle crime via communications. The document also provided details of the range of factors which could affect confidence and perceptions of crime, why communications was important and how, working with policy initiatives and local activity, it could have a positive impact on public confidence and perceptions.

Members then engaged in a discussion as to how the Home Office Communicating for Confidence executive summary could assist them with their review into “North Lincolnshire residents perception of the fear of crime.”

Resolved – That the Home Office Communicating for Confidence executive summary be noted.

267 (33) THE CRIME AND DISORDER (OVERVIEW AND SCRUTINY) (AMENDMENT) REGULATIONS 2010 – The Service Director Legal and Democratic circulated an amendment to the Crime and Disorder (Overview and Scrutiny) Regulations 2009, in that paragraph (4) be substituted with “(4) The crime and disorder committee of a local authority shall not co-opt a person to serve on the committee who was a member of the executive of that local authority.”

268 (34) LEADER OF THE COUNCIL’S FORWARD PLAN – MAY TO AUGUST 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for May to August 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for May to August be noted.
