Scrutiny Co-ordinating Panel (Special Meeting) – 9 September 2009

PRESENT:  Councillor Davison in the chair.

Councillors Ali, Barker, Mrs Bromby, Glover, Smith, Waltham, Wells and Wilson.

The panel met at Pittwood House, Scunthorpe.

83  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS – There were no declarations of personal or personal and prejudicial interests.

No Whip was declared.

84  (4)  COUNCILLOR CALL FOR ACTION PROTOCOL – The Service Director Legal and Democratic submitted a draft Councillor Call for Action (CCfA) protocol for the panel’s consideration and comment.  The protocol had been compiled using the ‘CCfA Best Practice Guide’ published by the Centre for Public Scrutiny.

The Councillor Call for Action (CCfA) had been introduced from 1 April 2009 by Section 119 of the Local Government and Public Involvement in Health Act 2007.

The protocol defined a request for a CCfA and detailed how the council would deal with any requests received from local ward councillors.

The Service Director responded to questions asked by Members.

Recommended to Council – (a) That the Councillor Call for Action protocol be approved and included in the Council’s constitution, and (b) that relevant training be provided for all Members on 8 October 2009 as timetabled
