Children and Young People Scrutiny Panel – 14 June 2010

PRESENT: Councillor Wilson in the chair.

Councillors Mrs Bromby, Cawsey, Foster, Simpson, K Vickers and Whiteley.

Statutory Co-opted Members: Mr N Craven and Mrs A Dunkerley (Parent Governor Representatives) and Mr W Egan and Mrs W Witter (Church Representatives).

The panel met at Pittwood House, Scunthorpe.

143 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUCICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

144 PUBLIC REQUESTS TO SPEAK – There were no public requests received.

145 (4) LOCAL STRATEGIC PARTNERSHIP – PERFORMANCE MONITORING QUARTER 4 REPORT CHILDRENS BOARD – Discussions with Mike Biggs, Information and Performance Manager for Children and Young People – The chair welcomed the above manager to the meeting to discuss quarter four performance of the Local Strategic Partnership Children’s Board.

Members were referred to the priority indicators that were ‘off track by exception’.  Mike explained that the reason for information not being up to date was due to the reporting methods, the consolidation of figures by the National Statistics Office and how the time delays in the reporting methods often lead to misleading information. Members of the panel requested that the report format for presenting the indicators be simplified. The officer indicated that all the action plans were due to be revised and that in future documents would look entirely different and more up to date.

Mike provided further information on the exception reports in particular the challenges faced within the educational indicators including NI73, NI75, NI92, NI94, NI94, NI100, NI101, NI102 A/B, NI112, NI110, and NI117.  Members engaged in further discussion with the officer on these specific indicators.

Resolved – (a) That the information be noted, and (b) that Mr Biggs be thanked for his attendance and for answering members’ questions.

146 SCRUTINY REVIEWCorporate Parenting – The Service Director Legal and Democratic Services informed the member that the next stage of the review would be to interview the Cabinet Member for Children’s Services on the 28 June 2010, and also at that meeting responses from the Councils Service Directors would be presented.

Resolved – That the next stages be note.

147 (5) LEADER OF THE COUNCIL’S FORWARD PLAN – JUNE TO SEPTEMBER 2010 – The Service Director Legal and Democratic Services circulated the Leader of North Lincolnshire Council’s Forward Plan for June to September 2010.

The plan contained details of all matters and issues likely to be subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for June to September 2010 be noted.
