Children and Young People Scrutiny Panel – 21 March 2011

Statutory Co-opted Members: Mrs A Dunkerley (Parent Governor Representatives) and Mr W Egan.
The panel met at Pittwood House, Scunthorpe.
219 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.
No whip was declared.
220 PUBLIC REQUESTS TO SPEAK – There were no public requests received.
221 (28) SCRUTINY OVERVIEW – Safeguarding Children and Young People During Election Days on School Premises – The chair opened discussion on the draft report, inviting comments, changes or input from members. A debate on the content occurred and a number of minor changes were agreed.
Resolved – (a) That members and witnesses be thanked for their input and hard work, and (b) that the report be approved by the panel and passed to the next meeting of the council for its consideration and debate.
222 (29) QUESTIONS TO ASK IF YOU’RE SCRUTINISING SERVICES FOR LOOKED AFTER CHILDREN – The Service Director Legal and Democratic circulated a document from the Centre for Public Scrutiny highlighting 10 questions you should ask when scrutinising services for looked after children. The 10 question areas and their detailed questions can be used by overview and scrutiny panels to scope a review that takes an overview of all services relevant to looked after children, or to focus on an area of particular interest.
Resolved – That the document be noted.
223 (30) LEADER OF THE COUNCIL’S FORWARD PLAN – MARCH TO JUNE 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward plan for March to June 2011.
The plan contained details of all matters and issues likely to be subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.
Resolved – That the Leader of the Council’s Forward Plan for March to June 2010 be noted.
