The panel met at Pittwood House, Scunthorpe.

321  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) –There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

322  PUBLIC REQUESTS TO SPEAKThere were no requests received.

323  MINUTES – Resolved – That the minutes of the proceedings of the Healthier Communities and Older People Scrutiny Panel held on 14 December 2010, 11 January and 25 January 2011 having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

324  THE QUALITY, INNOVATION, PRODUCTIVITY AND PREVENTION (QIPP) AGENDA IN NORTH LINCOLNSHIRE. The Chair welcomed Debbie Greep, Director of Clinical Commissioning, and Karen Rhodes, Director of Quality and Engagement (Executive Nurse)at NHS North Lincolnshire, to the meeting and invited them to provide an update on the QIPP programme in North Lincolnshire.Karen and Debbie discussed several issues, including Dementia Care, the Integrated Plan and draft Implementation Plan, local clustering arrangements and the prevention agenda.Members asked questions on a number of relevant issues.

Resolved – (a) That Karen Rhodes and Debbie Greep be thanked for their attendance and input, and (b) that the situation be noted.

325  DEVELOPMENTS IN HEALTH AND SOCIAL CARE – UPDATE FOR MEMBERS – The Service Director Democratic and Legal outlined a number of key developments in the health and social care field, locally, regionally and nationally. This included the recent publication of a review of children’s congenital cardiac surgery.

Resolved – (a) That the situation be noted, and regular updates to the panel be continued, and (b) that the panel take appropriate action where required.

326  (20)  LEADER OF THE COUNCIL’S FORWARD PLAN –SEPTEMBER TO DECEMBER – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for February to May 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.Members discussed various items on the Forward Plan.

Resolved – That the position be noted.
