Healthier Communities and Older People Scrutiny Panel – 22 March 2011

PRESENT:  Councillor Barker in the chair.

Councillors Ali, Collinson, Eckhardt, Sidell, Simpson and Wells.

Councillor Barkworth attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

334  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) –There were no declarations of personal or personal and prejudicial interests.

Mr Dean Gillon, Scrutiny Officer in attendance, declared a non-pecuniary interest in Minute 336, as his wife had an indirect work commitment through Rotherham, Doncaster and South Humber Mental Health (RDaSH).

No whip was declared.

335 PUBLIC REQUESTS TO SPEAKThere were no requests received.

336  DISCUSSIONS WITH STUART MINTO AND ALISON HURLEY, SAFER NEIGHBOURHOODS, ON ALCOHOL MISUSE IN NORTH LINCOLNSHIRE.  The chair welcomed Stuart Minto, Head of Safer Neighbourhoods, and Alison Hurley, Joint Commissioning Manager – Safer Neighbourhoods, to the meeting.  Stuart and Alison explained the historical picture of alcohol misuse locally, and how services have changed since the scrutiny panel’s 2009 report on this issue, before describing how they might develop in the future. Questions from members were taken throughout, including topics such as dual diagnosis, outreach services for street drinkers, the demographics of violent offenders, and the number of drinkers coming into Scunthorpe town centre from outside the area.

Resolved – (a) That Stuart Minto and Alison Hurley be thanked for their attendance and input, and (b) that the situation be noted.

337  DEVELOPMENTS IN HEALTH AND SOCIAL CARE – UPDATE FOR MEMBERS – The Service Director Legal and Democratic outlined a number of key developments in the health and social care field, locally, regionally and nationally. This included progress on the local formulation of the Health and Wellbeing Board, and some key appointments to the local Primary Care Trust ‘Cluster’

Resolved – (a) That the situation be noted, and regular updates to the panel be continued, and (b) that the panel take appropriate action where required.

338  (22)  LEADER OF THE COUNCIL’S FORWARD PLAN –MARCH TO JUNE – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for March to June 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.

Resolved – That the position be noted.
