Healthier Communities and Older People Scrutiny Panel – 8 February 2011

The panel met at Pittwood House, Scunthorpe.

315  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) –There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

316  PUBLIC REQUESTS TO SPEAKThere were no requests received.

317  DISCUSSION WITH REPRESENTATIVES FROM NORTHERN LINCOLNSHIRE AND GOOLE HOSPITALS NHS FOUNDATION TRUST.  The Chair welcomed Karen Jackson, Chief Executive of the Trust, to the meeting and invited her to provide an update on relevant developments on the Trust.Karen discussed several issues, including hydrotherapy, the move towards digital mammography, cardiology and the future provision of wards 10 and 11.Karen also provided some background information on the Trust’s ongoing staff consultation ‘Fit for the Future’.

Members asked questions on a number of relevant issues, including the prayer room at Scunthorpe General Hospital, car parking, the future direction of patient care and hospital cleanliness.

Resolved – (a) That Karen Jackson be thanked for her attendance and input, (b) that the Trust provide a formal response to the provision of the prayer room at Scunthorpe General Hospital, and (c) that Karen Jackson take the issue around car parking  to the relevant lead at the Trust to be resolved.

318  THE STRATEGIC RESPONSE TO HEALTH INEQUALITIES IN NORTH LINCOLNSHIRE.  The chair welcomed Simon Driver, Chief Executive of North Lincolnshire Council and chair of the North Lincolnshire Partnership. Simon was asked to provide a summary of the action that had been taken across the partnership to tackle health inequalities following concerns raised in the Comprehensive Area Assessment in 2009. Simon explained that the issue of inequalities was accepted as a key priority, and a mapping exercise had been undertaken by each of the six partnership boards to assess how they deal with inequality, based on the national Marmot review into health inequalities in England.

Members asked questions on a number of related issues, including targeting of resources, geographical mapping, joint commissioning, and possible future intentions.

Resolved – (a) That Simon Driver be thanked for his attendance, and (b) that the position be noted.

319  DEVELOPMENTS IN HEALTH AND SOCIAL CARE – UPDATE FOR MEMBERS – The Service Director Democratic and Legal outlined a number of key developments in the health and social care field, locally, regionally and nationally.

Resolved – (a) That the situation be noted, and regular updates to the panel be continued, and (b) that the panel take appropriate action where required.

320  (19)  LEADER OF THE COUNCIL’S FORWARD PLAN –SEPTEMBER TO DECEMBER – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for February to May 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.

Resolved – That the position be noted.
