309 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 20 July 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

310 PUBLIC REQUESTS TO SPEAK – There were no requests received.

311 (16) POLICING IN THE 21ST CENTURY – RECONNECTING POLICE AND THE PEOPLE – Further to Minute 304, the Service Director Legal and Democratic circulated the proposed scrutiny panel response to the Government consultation paper titled “Policing in the 21st Century: Reconnecting Police and the People.”

Members engaged in a discussion on the proposed response to the consultation exercise and made amendments as appropriate.

Resolved – (a) That the Service Director Legal and Democratic formally submit the scrutiny panel response to the “Policing in the 21st Century: Reconnecting Police and the People” consultation, subject to the amendments made at the meeting being incorporated, and (b) the scrutiny panel notes its disappointment that the council did not submit a formal response to the consultation paper.

312 SCRUTINY REVIEW – ‘NORTH LINCOLNSHIRE RESIDENTS PERCEPTION OF THE FEAR OF CRIME’ – The Service Director Legal and Democratic provided an update on the progress being made in publishing and promoting the scrutiny panel’s fear of crime survey.

Resolved – That the update be noted.

313 (17) SAFER AND STRONGER COMMUNITIES SCRUTINY PANEL EVALUATION 2009-2010 – The Service Director Legal and Democratic circulated the findings from the self-evaluation of its performance during the Municipal Year 2009-2010.

All stakeholders who had participated in the activities of the scrutiny panel during 2009-2010 were consulted, and members considered their responses to a set questionnaire.

Resolved – That the findings from the evaluation be noted.

314 (18) LEADER OF THE COUNCIL’S FORWARD PLAN – SEPTEMBER TO DECEMBER 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for September to December 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for September to December 2010 be noted.
