The panel met at Pittwood House, Scunthorpe.

383 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 15 February 2011, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

385 (39) POLICE REFORM AND SOCIAL RESPONSIBILITY BILL – The Service Director Legal and Democratic circulated a Centre for Public Scrutiny Policy Briefing which summarised the main provisions of the Policing and Social Responsibility Bill which were specific to Overview and Scrutiny.

Resolved – That the report be noted.

386 (40) HUMBERSIDE POLICE AUTHORITY FINANCIAL POSITION – The Service Director Legal and Democratic circulated a Humberside Police Authority press release which detailed their spending commitments for 2011/12, as well as identifying savings that had to be made over the next two financial years.

387 (41) EXERCISE WATERMARK – LIVE MASS FLOODING EXERCISE – The Service Director Legal and Democratic circulated a Humberside Fire and Rescue Service press release which detailed the live-play exercise that had taken place on Sunday 27 February 2011.

The exercise was held at Ashby Ville Pond in Scunthorpe and was designed to test the flood arrangements in the Humberside area in readiness for the biggest ever national exercise taking place in England and Wales during March.

Members were also informed of the Community Emergency Exercise that Barton Town Council was planning as part of Exercise Watermark. The exercise would be held at 10am on 10 March 2011.

388 PRELIMINARY FLOOD RISK ASSESSMENT – The Service Director Legal and Democratic informed the members that the Preliminary Flood Risk Assessment was considered by the Flood Forum at their meeting on 22 February 2011. Following that meeting, the assessment will be circulated to partners for their comments as part of a formal consultation exercise. It was still the intention for members to consider the assessment at their meeting on 12 April 2011.

389 (42) LEADER OF THE COUNCIL’S FORWARD PLAN – MARCH TO JUNE 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for March to June 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis. Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for March to June 2011 be noted.
